A ruling from Franklin Circuit Judge Phillip J. Shepherd who ruled that the Bluegrass Pipeline which will be used for flowing natural gas liquids, being built by Williams and Boardwalk Pipeline Partners, cannot use eminent domain to force landowners to allow the pipeline to be buried under their property in Kentucky.
