MSF5234/ REV 0106 ANNEX B MCA Role Profile Job Title Financial & Business Location Abbey Wood, Job reference Reporting Manager, Aviation Bristol, with frequent visits to Spring Place, Southampton Reports to Coastal resources Direct Reports None Indirect Reports None Manager JOB PURPOSE FINANCE & BUSINESS RESPONSIBILITIES FOR THE SEARCH & RESCUE HELICOPTER (SAR - H) HARMONISATION PROJECT, TO REPRESENT THE MCA REQUIREMENTS AND PRIORITIES UTILISING PFI EXPERIENCE WITHIN THE INTEGRATED PROJECT TEAM (IPT) AND BEYOND. TO PROVIDE MCA INPUT TO THE FINANCIAL AND BUSINESS REPORTING ARRANGEMENTS OF THE PROJECT. TO PROVIDE FINANCIAL INPUT TO THE MANAGEMENT OF AVIATION ACTIVITY CARRIED OUT BY MCA. TO REPRESENT THE SAR - H IPT WHEN DEALING WITH THIRD PARTIES ON BEHALF OF THE HARMONISATION PROJECT. Key Responsibilities Search & Rescue Helicopter Harmonisation Project: • Provide input to the investment appraisal of the project, including cost estimating, affordability, financial management, cost apportionment and advice on accounting treatments. • Evaluate MCA interests in discussions concerning infrastructure, basing, equipment, training, manpower and sustainability. • Undertake corporate reporting for the project, to include preparation of Business Case, Ministerial submissions, briefings for MCA Executive Board and Advisory Board. • Make full contribution to the preparation of a single joint Business Case for the project pre-Gateway 3. • Contribute to risk management planning on behalf of the MCA. • Manage all aspects of MCA/DfT liaison for the project, to include securing project approvals, in parallel with MoD colleagues, at the appropriate time from the appropriate authority. • Undertake regular liaison communications with MCA Finance Directorate, DfT (Corporate) Finance Directorate and DfT Shipping Policy on project progress, project planning and risk issues. • Manage the MCA communications plan, stakeholder management and handle any PQ or FOIA requests relating to the project.
