ACCOUNTANT/PERSONNEL SPECIALIST – SPRINGFIELD PARKING AUTHORITY Under general supervision, the Accountant/Personnel Specialist is responsible for reconciliation of account receivables, weekly payroll, cash flow and year-to-date budget reports; reconciliation and processing of accounts payable and year-end reports necessary to support annual audits. The Accountant/Personnel Specialist assists the Comptroller in preparation of financial reports and analysis of financial and budgetary functions of the Springfield Parking Authority. The Accountant/Personnel Specialist also assures all personnel forms are processed properly, including tax and insurance forms. The Accountant/Personnel Specialist is responsible for compliance with all federal, state and local payroll tax regulations. ESSENTIAL DUTIES AND RESPONSIBILITIES: 1. Maintain proper records in the classification of accounts established by the Comptroller. Assist the Comptroller with development and installation of updated account categories as needed. 2. Complies with federal, state, and local legal requirements and files necessary reports in an accurate and timely manner. 3. Follows internal control policies, guidelines and procedures for activities such as budget administration, cash management and accounting. Informs Comptroller of weaknesses and areas of noncompliance. Adjusts journal entries as instructed. 4. Maintains current knowledge of organizational policies and procedures, federal and state policies and directives, and current accounting standards. 5. Receives and deposits parking funds. Reconciles bank statements, deposits and office petty cash. Orders banking supplies. 6. Oversees accounts payable. Reviews and reconciles contractors’ receipts and invoices for payment as needed. Verifies receipt of current vendor tax data as required. 7. Oversees accounts receivable. Issues rental invoices to SPA tenants and performs follow- up on unpaid invoices. 8. Monitors financial activities of contractors to ensure that all legal, regulatory and contractual requirements are met. Reconciles daily and other bank deposits with records provided by contractor. Verifies monthly parking billing and assures automatic credit card payments are being processed. 9. Reviews daily, weekly and monthly reports from the parking management contractor. Informs the Comptroller of additional reporting requirements as becomes necessary. 10. Provides assistance to other organizations regarding accounting and budgeting policies and procedures. 11. Assists with the timely completion of annual audits to ensure compliance with state and federal requirements and statutes. 12. Assists with preparation of all budgets and monthly Board reports by collecting and reporting key financial data. Assists with preparation of monthly, quarterly and annual financial reports as required. 13. Advises the Comptroller of actions and potential financial risks in the decision making process. 14. Makes timely bond payments. Manages bond accounting in accordance with bond resolutions and requirements. 15. Assists with preparation of any fixed asset inventory. Coordinates disposal of obsolete fixed assets with Comptroller. 16. Assists with preparation of grant applications for federal and state grants. Aids in management of special projects related to asset repairs and RFP's.
  • 2. 17. Tracks insurance policies and verifies current, continuous coverage. Provide copies to bondholders as needed. 18. Monitors Authority bank accounts to assure proper level of available funds in all accounts. 19. Screens telephone calls, schedules interviews, assists job candidates with necessary forms, scans resumes, plans new employee orientation meetings, and maintains employee information database, including tax forms and insurance records. 20. Possesses familiarity with principles and practices of general human resource management. 21. Processes payroll as needed for all SPA staff. 22. Serves as a member of a procurement team. Participates in procurement planning meetings, develops or assists in the development of various proposals. 23. Attends meetings with staff and contractors. 24. Interacts with the public, including cash and credit transactions, phone calls, email messages and other dealings as needed. 25. Maintains confidentiality, exercises good judgment and independent decision-making, and operates with integrity, honesty and a positive attitude. 26. Other duties as assigned. DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS: 1. Ability to institute, understand and apply standard accounting principles and procedures. 2. Ability to understand and use accrual and cost accounting systems. 3. Ability to prepare budgets and financial reports. 4. Ability to analyze and apply governmental regulations, directives and requirements in relation to the organization’s financial system. 5. Organizational ability and interpersonal skills. 6. Excellent written and verbal communication skills. 7. Ability to interpret data, conduct analysis and prepare reports in clear and concise manner. 8. Proficient knowledge of PC based software programs. 9. Ability to establish and maintain effective working relationships with staff, the Board of Directors, auditing firms, contractors and the general public. EDUCATION AND/OR EXPERIENCE: Required: Candidates for this position must possess a Bachelor’s Degree in Accounting, Finance or Business and four years professional accounting/bookkeeping experience; OR An associate’s degree or high school diploma and additional schooling in bookkeeping supplemented by eight (8) or more years progressively responsible managerial, administrative and analytical experience that provides expertise in accounting, budget, cash and debt management, and governmental finance practices; or an equivalent combination of education, training, and experience. Candidates must also have strong customer service orientation, the ability to work independently, and strong written and verbal communication skills. Strong Excel and QuickBooks skills required, along with proficiency with Microsoft Windows environment, word processing, database management, electronic calendars, and email, such as Microsoft Office suite. Preferred: Master in Business Administration; licensed as a Certified Public Accountant (CPA) by the MA Board of Public Accountancy.
