PERCEPTION VS REALITY FACT: SUCCESS RATE OF MAJOR FARM BASED ENTREPRISES IN N E REGION, THAT ARE GROWING WITH BANK FINANCE IS NOT ENCOURAGING PERCEIVED CONCLUSION: MAJOR ORGANIZED LIVESTOCK OR POULTRY FARMING BASED ENTERPRISES ARE NOT VIABLE IN THE REGION. THE REALITY: MUCH OF THE FAILURE CAN BE ATTRIBUTED TO INADEQUATE:  ENTREPRENEURAL CAPACITY ASSESMENT.  BASE ASSESMENT OF FUNDED PROJECTS IN RELATION TO PARAMETERS LIKE LOCATION, INPUT PROCUREMENT STRATEGY, MARKETING ARRANGEMENTS & ECONOMICS OF PRODUCTION.  AND IMPROPER ALLOCATION OF RESOURCES.  INHERENT PROBLEMS THAT ARE ASSOCIATED WITH INPUT SUPPLY SITUATIONS.

CHANGING THE APPROACH WE NEED A CHANGE THE APPROACH AND FORMULATE POLICIES - That suggest Low input Low Out System of farming with indigenous animals in rural areas where there is available greens/ crop residues. That identifies production belts ( Rural as well as urban ) and ensures easy availability of best animals and access to service. That ensures registration of farms and implementation of bio-security norms. That is aimed at streamlining input supply situation and developing marketing infrastructure. That is aimed at entrepreneurship development and IT application for information dissemination.

THE NEED OF THE SECTOR  AVAILABILITY OF HIGH YIELDING ANIMALS.  STREAMLING OF FARM INPUT SUPPLY.  APPROPRIATE AND SUSTAINABLE TECHNOLOGY TRANSFER FROM DEVELOPED PRODUCTION BELTS.  IMPROVED,FOCUSED AND INTEGRATED PROFESSIONAL VETERINARY SERVICE DELIVERY  REDUCTION IN COST OF VETERINARY INTERVENTION.  TARGET ORIENTED EXTENSION AND ENTREPRENEURSHIP DEVELOPMENT INITIATIVES.  RESTRUCTURING OF ORGANIZATIONS AND APPROPRIATE MANPOWER UTELIZATION IN THE SERVICE SECTOR  CONCRETE REGULATORY POLICY FRAMEWORK FOR SAFEGURDING INTEREST OF LOCAL PRODUCERS AND CONSUMERS.

POLICY SUPPORT FOR HASSLE FREE INTER STATE IMPORT OF DAIRY ANIMALS THROUGH RAILWAYS.  ENCOURAGEMENT FOR SETTING UP OF ORGANIZED PIG BREEDING FARMS IN PRIVATE SECTOR NEAR PRODUCTION BELTS.  JUDICIOUSLY PRICED QUALITY AI SERVICE FOR ORGANIZED UNITS BY PRIVATE SERVICE PROVIDERS.  CATEGORY WISE ( BREEDING / COMMERCIAL) COMPLETE PUBLIC ACCESSIBLE DATABASE OF FARMS IN PRIVATE SECTOR WITH PRODUCTION PARAMETERS.  PERIODIC ORGANIZATION OF NATIONAL LEVEL ANIMAL FAIR IN THE REGION.

REGULATORY POLICY FORMULATION AND MARKETING SUPPORT  STATE LEVEL CENTRAL COMMITTEE WITH APPROPRIATE REPRESENTATION TO CONTINUOUSLY MONITOR REGULATROY POLICY NEED AND TO ASSIST GOVERNMENT IN FORMULATION AND IMPLEMENTATION OF SUCH POLICIES.  ENCOURAGE GROWTH OF REGISTERED TRADE ORGANIZATIONS OR FARMER GROUPS.  ENSURING PERIODIC GET TOGETHER OF ALL STAKE HOLDERS IRRESPECTIVE TO ORGANIZATIONAL AFFILIATIONS.  FACILITY DEVELOPMENT IN URBAN CENTERS TO ENCOURAGE DIRECT SALE OF ANIMAL PRODUCTS BY COOPERATIVES, SHG’S AND NGO’S.  STRENGTHENING OF MARKET INFORMATION CELL AT THE DIRECTORATE MAKING IT MORE PROFESSIONAL & E-FRIENDLY.
