Capitol University (CU) is pleased to submit aproposal to host the 27TH Mindanao ParliamentaryDebate Championship (MPDC). In our earnest efforts to help foster andspread the debate culture in the SouthernPhilippines, CU has acquired the unequivocalsupport from the administration through itsUniversity President Atty. Casimiro B. Juarez, Jr.This tournament will be a joint venture betweenthe CU – Parliamentary Debate Society and CUadministration to ensure the inevitable success ofthe event.
CU has a unique combination of debateexperience and logistical knowledge in terms of eventorganization, bringing to the table the ability to combineefficiency and entertainment. CU, being the first Level 3Accredited in Mechanical Engineering in the Philippinesby the PACUCUA and being recognized as the Top 1Performing School in Maritime Education, hassuccessfully hosted numerous national events andconferences, namely: the 7th National Conference onInformation Technology Education (NCITE) 2009, 1STPhilippine Conference-Workshop on Mother Tongue-based Multilingual Education 2010, 1st MindanaoCheerleading Competition 2011 and a host of otherreputable events.

The City’s Short History The Citys history datesback many centuries beforethe Spaniards came toCagayan when the territorywas called Kalambagohan. Itsmain town, Himologan, was ahill-top fortress situated someeight kilometers south of thepresent Poblacion.
At the time when the first Spanish missionaries camein 1622, the people of Cagayan had tributary relation toKudarat, the Muslim Sultan of Maguindanao empire inCotabato. However, the people had not embraced Islamand instead, many became Christians after sometime.Because of this, Muslim warriors began to attack thesettlement. As a defense strategy, the priests persuadedthe people to transfer from the hilltop to a better locationwhich is the present site of the Saint Augustine Cathedral.The Cagayanons were able to defend themselves foralmost 250 years from Muslim harassment. In 1738, Spanish dominance was felt in Cagayan.When Misamis gained status of province in 1818, one of itsfour districts was the Partidos de Cagayan.
In 1871, the "Partidos" became a town and was madepermanent capital of Misamis. In 1883, the town became seat of theSpanish government in Mindanao for the provinces of MisamisOriental, Misamis Occidental, Bukidnon, Lanao del Norte.Consequently, from a purely farming-fishing area, Cagayanemerged into a booming commerce and trade center. The war years in Cagayan were prompted by the presenceof the Americans in 1898. The Americans were initially andsuccessfully repulsed by the local forces led by Major ApolinarVelez at the historic battle of Macahambus in June 4, 1900. After the troubled years, peace finally brought back theeconomic activities to normal under the guidance of Americans. St.Augustine School, the forerunner of the present Xavier Universityand of Lourdes College, was inaugurated in 1928. On June 15, 1950 President Elpidio Quirino signed RepublicAct No. 521, which granted the status of a chartered city to themunicipality of Cagayan de Oro.
Following these events, the socio-economic orderunderwent some far-reaching changes. Activities grew in scale andimportance until it developed as the administrative center for theentire Northern Mindanao (Region X and XIII). Today, Cagayan de Oro is one of the fastest growing citiesin the country and was declared a “Highly Urbanized City” by theMinistry of Local Government last November 22, 1983.http://www.cagayandeoro.gov.ph/index.php?page=about&cat=1
