I This is an oath madeby Allah stressing only thatthosewho believeand do gooddeedswill prosper. Italso constitutesproof of the four fundamentalsstatedabove: l) His words "those who believe"refer to knowledge; "do good deeds" refers toapplication, and "...exhort one another accept to thet r u t h " r e f e r s t o p r e a c h i n g .A n d " e n d u r e w i t hpatience" refersto consequences preaching of andq r o c l a i m i n t h et r u t h .t M . "lfpeopleconsiderthe meaningof this s-urah, would itbe enoughfor them." Ibn Katheerexplained Ash- onShafieeistatementby saying: "because contains itthecentralelements virtue."tM.M.l of4 This means that one must acquire religiousknowledgefirst before making statements, even orbefore ferforming any religious function. Forinstance,one must know how to pray before heprays. So knowledgemust come before deedsandutterances.tM.M.l

There are many Muslimcountriesin which Allahs laws are not applied.SomeIslamic parties, however, believethat if theexistinggovernment toppledby a coup ddtat, is orthe headof stateis assassinated, laws of Allah thecan be appliedovernight. This is provento be sheerwishful thinking. This fact maybe realizedby observingthat the verses revealedinMakkah deal with the creeds, and tenets tawheed, ofor monotheism, whereas the Madinan versesdealwith acts of worship and transaction, i.e.,application.lM.M.l 6
