  6. 6. What We Will Cover Today • What technology tools are being used by legal service providers and courts to enhance legal services and court access for Limited English Proficiency (LEP) communities? • Why is technology important in this context? • What are the challenges of creating and maintaining multi- lingual tech tools and how have programs addressed these challenges?
  7. 7. Defining the Terms What we mean by Limited English Proficient individuals? Individuals who do not speak English as their primary language and who have a limited ability to read, speak, write, or understand English can be limited English proficient, or "LEP."
  8. 8. Limited English Proficiency (LEP) Individuals in the U.S. More than 20% of individuals in the US speak a language other than English at home 25 million people have limited English proficiency in the US Spanish-speakers account for about 66% of this group, followed by Chinese (6%) and Vietnamese speakers (3%)
  9. 9. How can technology help?  Assessing LEP needs  Designing user-centered services  Delivering and expanding language access services  Providing crucial resources to LEP community  Substantive legal information  Information about the legal system and language access rights
  10. 10. Considerations for reaching LEP communities • Online resources should not exist in isolation as a delivery system • Will most benefit the target community when they are supported and promoted by an access-oriented delivery system • Cultivate broad partnership networks

  27. 27. This is what a fotonovela picture looks like. You can change the text in the existing boxes so that it says anything you want. This is great! I can think of a lot of ways to use this.
  28. 28. The fotonovela style has its roots in Latino culture and uses photos with conversation bubbles. The format is similar to a comic book. Fotonovela videos can be easily modified for additional languages and adapted to almost any legal topic or jurisdiction. We’ve taken the comic book format, made it into a video and added audio. And then we’ve made PDF’s out of them.
  29. 29. The fotonovela places concepts in a relevant context and offers greater readability and comprehension than material presented primarily as text.
  30. 30. Programs can link to or embed our YouTube videos:

  32. 32.  Kate Frank, Web Manager for the statewide website in Connecticut, CTLawHelp.org  Created the videos using Adobe Photoshop, Adobe Premier, and a free program called Audacity.

  34. 34.  Link to the videos on CTLawHelp.org  Embed the videos from YouTube on your site  Change the audio & text in the videos to create your own  Link to the PDFs on our site  Download the PDFs from our website and use them on your own site  Use the photos & other assets posted on ShareLawVideo.org to build your own fotonovelas using PowerPoint or other software you are comfortable with  Use the photos for other projects  Print out PDFs to distribute in the community
  35. 35. The fotonovela is an affordable tool that can be utilized by outreach workers, community organizations, and professionals who want to reach people with low literacy skills, as well as address language or cross-cultural communication barriers.
  36. 36. DIY?
  37. 37. The PDF versions of the fotonovelas can be printed and distributed at non-traditional locations such as corner stores, health fairs, through church programs, and still serve as a source of information for the community.
  38. 38. And they are easy to update if laws change, or if you want to add in content that is specific to your own jurisdiction.
