Fort Sheridan Update March 17, 2009 • City of Highwood Approved Sept. 16, 2008 “…strongly support the Deed restriction and the construction of the golf course on the Property as has been promised for over a decade. Strongly oppose any effort to modify the Deed restriction in a manner which would permit any use to be made of the property which does not included a golf course.”

Fort Sheridan Update March 17, 2009 • City of Highland Park Reaffirmed Oct. 13, 2008 “…hereby request that the County of Lake and the Forest Preserve District honor their commitments as previously expressed to the United States of America and as most recently expressed in the Forest Preserve’s Fort Sheridan Master Plan…”

Fort Sheridan Update March 17, 2009 • Park District of Lake Bluff Approved Feb. 2, 2009 “…strongly endorses…the option that further expands the public access for outdoor recreation and that does not materially diminish the viability of the (Park) District golf course or the (surrounding) …four golf (public) courses.”

Fort Sheridan Update March 17, 2009 • City of Lake Forest Approved March 2, 2009 “… strongly recommends that any redevelopment of the Fort Sheridan property provide for the expansion of areas for public education and passive outdoor recreation; enhance wildlife habitat and nature preservation benefits; lessens any environmental impact; is financially responsible to the taxpayers of Lake County; enhances surrounding property values; and offers no adverse effects to surrounding golf courses…”

Fort Sheridan Update March 17, 2009 Process & expense of obtaining detailed construction costs for golf course in 2003 master plan Option A: Update & bid out 2003 design plan Cost: $125,000 to $165,000 Time: About 6 months Option B: Retain consultants to update cost estimates for 2003 design plan Cost: $70,000 to $90,000 Time: About 6 months Process the same for both, with varying degrees: Hire consultant team; evaluate plans for changes; value engineering due to changes; verify and obtain additional base data; modify plans and specifications.

Fort Sheridan Update March 17, 2009 Process for rebuilding a golf course with a similar quality as course previously on the site. • Needs to follow same general design as Option 2 because of existing grading • Process the same, with varying degrees: • Hire consultant team • Evaluate plans for required changes • Value engineer due to required changes • Verify & obtain additional required base data • Modify plans and specifications Cost: $ 190,000 to $230,000 Time: 6 months
