                                             SUMMARY
              This working paper reproduces the terms of reference of the Committee on
              Aviation and Environmental Protection (CAEP) as approved by the Council. It
              also includes the agenda, organization plan and other information related to
              the ninth meeting of the Committee.

              Appendix B — Agenda for the ninth meeting of the Committee

              Appendix C — Proposed timetable for the ninth meeting of the Committee

              Action by the CAEP is in paragraph 8.


1.      INTRODUCTION

1.1              This working paper reproduces the terms of reference of the Committee on Aviation and
Environmental Protection (CAEP) as approved by the Council. It also includes the agenda, organization
plan and other information related to the ninth meeting of the Committee.

2.      TERMS OF REFERENCE OF THE COMMITTEE ON
        AVIATION ENVIRONMENTAL PROTECTION

2.1           The terms of reference of the CAEP, as approved by the Council, are reproduced in
Appendix A hereto.


3.      AGENDA FOR NINTH MEETING

3.1             The agenda for the ninth meeting of the Committee on Aviation Environmental
Protection (CAEP/9), approved by the Council during the second meeting of its 196th session on
26 June 2012, is included in Appendix B hereto.


4.      LANGUAGES OF THE MEETING

4.1             The working languages of the meeting, approved by the Council, are Arabic, Chinese,
English, French, Russian and Spanish.


5.      ORGANIZATION OF THE MEETING

5.1            The proposed timetable for the meeting is shown in Appendix C.

5.2            The meeting will sit as a whole to deal with the agenda. It will form drafting groups or
ad hoc working groups, as necessary, to deal with limited aspects of the problems under discussion. Such
groups as are established will have a nominated rapporteur and will work informally in the English
language without any interpretation facilities.


6.      WORKING HOURS

6.1            The working hours are proposed as follows:

               Monday to Friday:                     9:30 - 12:30 hours; and
                                                     14:00 - 17:00 hours;
                                                     with short coffee breaks.

6.2            Ad hoc working groups and drafting groups (if any) should meet, by arrangement, at
other times.


7.      DOCUMENTATION FOR THE MEETING

7.1             Guidelines for the preparation of working papers can be found in CAEP-Memo/86 and
State letter AN1/17-IND/2012/10. This information has been distributed and is on the CAEP website.

7.2             The documentation of the meeting will be placed on the CAEP website. The working
papers submitted by working groups by the due date of 26 November 2012 and by members by the due
date of 13 December 2012 are available in all the languages of the meeting. Anything received after that
date cannot be guaranteed to be translated.

7.3             Working papers presented by observers and all information papers (which had a due date
of 13 December) have been produced in their original language only, unless translated versions were
provided by the originators of such papers.

7.4            The report of the meeting will be issued, as far as possible, in sections, in draft form as
the meeting proceeds. The final report of the meeting will be annotated with the final working paper
number.

7.5               Flimsies will be produced during the course of the meeting. These are papers containing
material of a transitory nature prepared during meetings to facilitate discussion. No permanent record of
flimsies is kept and they are normally issued only in the original language.


8.      ACTION BY THE CAEP

8.1             The CAEP is invited to:

                a) note the information given in paragraphs 2, 3, 4, 5.2 and 7;

                b) approve the timetable in Appendix C on the understanding that it will be kept under
                   review and amended as necessary in light of progress being made; and

                c) approve the working hours of the meeting as proposed in paragraph 6.

                                     TERMS OF REFERENCE


1.     INTRODUCTION

1.1            To undertake specific studies, as approved by the Council, related to control of aircraft
noise and gaseous emissions from aircraft engines.

1.2            In its work the Committee shall take into account the following:

               a) effectiveness and reliability of certification schemes from the viewpoint of technical
                  feasibility, economic reasonableness and environmental benefit to be achieved;

               b) developments in other associated fields, e.g. land use planning, noise abatement
                  operating procedures, emission control through operational practices;

               c) international and national programmes of research into control of aircraft noise and
                  control of gaseous emissions from aircraft engines; and

               d) the potential interdependence of measures taken to control noise and to control
                  engine emissions.
