    • Registrar accreditation requirements and compliance
      • Accreditation of registrars
        • Low barriers to become accredited (technical, organizational, economic etc.)
        • Very large number of registrars (including passive registrars)
        • Administrative overhead
        • Lack of Acceptance test and other mechanisms to prove/document registrar’s capabilities
        • The perceived quality of service by the Registrants may be affected
        • Lack of mechanisms to ensure registrars compliance with terms and conditions and ensure quality of registrar services

Alternative models Registrars.se - The Swedish Registrars User Group All transactions on domain names, including registration, invoicing, renewal, modifications, registrar transfer etc. are conducted through registrars All transactions towards the registry are carried out by registrars Registrar A Registrar B Registrar C NIC-SE direct Pure registry-registrar model (possibly with a registrar operated by NIC-SE)
  • 8. Possible benefits of a pure registry-registrar model
      • From the registrant’s perspective:
        • Domains are often viewed as a necessary evil and are not part of the core business of many companies. A pure registry-registrar model can make domain management much more effective to such companies
        • Portfolio management of larger domain portfolios (I.e. large multinational companies) can be outsourced to a service provider without having to deal with different and complicated procedures for each TLD in the portfolio
        • More efficient and transparent ways of communication – registrant will only have to deal with one provider and not with the registrar for some issues and with the registry for other issues
        • More efficient and transparent commercial and technical relations – invoicing, updates etc. can all be handled through one provider
        • Domains are often bundled with other services (I.e. hosting etc.). A pure registry-registrar model enables one-stop-shopping
        • Registrars will be able to provide better services - improving the perceived quality by the registrants

  • 9. Possible benefits of a pure registry-registrar model
      • From the registrar’s perspective:
        • More efficient portfolio management at a lower cost
        • Transactions can be made more automated and efficient
        • Registrars can provide higher quality of services to meet customer demands
        • Registrars can provide full service packages bundled with other products/services to meet customer demands
        • Improved customer relations and customer satisfaction
      • From the registry’s perspective:
        • More efficient systems and procedures
        • More efficient ways to ensure compliance with registration policy
        • Less administrative overhead
        • Increased perceived quality of the .se domain by registrants

  • 10. Way ahead
      • A number of initiatives have already been made:
        • Introduction of the notion of contact person
        • Samlings-AVI
        • Introduction of the member whois
        • Discussions on implementing EPP etc.
        • These initiatives would be very well supplemented or substituted by a revision of the registry-registrar model, which would provide a number of benefits to both registrants, registrars and the registry.

  • 11. Way ahead
      • A number of issues needs to be considered – among them the following:
        • Legal framework (national regulation of the top level domain .se, registrar accreditation agreements, registration agreements, general terms and conditions etc.)
        • Protection of registrant rights, freedom of choice etc.
        • Free and fair competition
        • Registrar requirements (technical (acceptance test?), operational, financial, insurance etc.)
        • Enforcement of regulations, mechanisms to ensure compliance
        • Registry-registrar interface (EPP/e-mail/web-interface?)
        • Is a registrar operated by NIC-SE desired/required and under what terms (last resort registrar)?
        • Invoicing model (prepayment?)
        • NIC-SE system adjustments (notion of registrar of record, transfer mechanisms etc.)
        • Transition from old model to a new model
        • And much more…..
