  2. 2. Целью семинара является презентация и обсуждение исследовательских проектов участников CARTI 2011-2013 года, а также обсуждение вклада научного сообщества в развитие Кыргызстана. Программа CARTI, финансируемая Фондом «Открытое Общество» и осуществляемая в рамках Международной программы поддержки высшего образования Фонда «Открытое общество», поддерживает молодых ученых вузов Центральной Азии, Закавказья и Монголии в проведении академических исследований в области гуманитарных и общественных наук и способствует международному научному сотрудничеству и развитию. DEADLINE: OCTOBER 20, 2013 The BIGSSS-HWK Visiting Fellowship is an international researcher mobility program offering a 6-month research stay at two renowned academic institutions in the social sciences: The Hanse-Wissenschaftskolleg (HWK), one of Germanys leading institutes for advanced study across disciplines, is a foundation of the federal states of Bremen and Lower Saxony and the city of Delmenhorst. The Bremen International Graduate School of Social Sciences is an inter-university institute of the University of Bremen and Jacobs University Bremen supported by the German Excellence Initiative. The program supports research by outstanding scholars in the social sciences (e.g. Sociology, Political Science, Psychology and Demography). Fellows benefit from exceptional intellectual and research conditions. They enjoy both the stimulating environment of a multi-disciplinary and international community of first-rate scholars and a graduate school with an outstanding faculty, innovative teaching concepts and an international body of excellent Ph.D. students and Postdocs. We expect our visiting fellows to have a presence at both institutes, to participate in regular activities of the HWK and to engage in doctoral education/supervision at BIGSSS including teaching a minimum of one course and taking part in the regular Ph.D.-colloquium. The BIGSSS-HWK Visiting Fellowship offers financial support and accommodation. The BIGSSS-HWK Visiting Fellowship welcomes applications worldwide from promising postdoctoral scholars to leading senior researchers. The integration of most major social-science disciplines into one school is a key asset of BIGSSS, its umbrella theme is “Changing Patterns of Social and Political Integration“. Applicants should have research and expertise in one or more of BIGSSS' three thematic fields: • Global Governance and Regional Integration • Welfare State, Inequality and Quality of Life • Changing Lives in Changing Socio-Cultural Contexts. Application and Deadline Application material to be submitted includes 1.) a research exposé (max. 4 pages), 2.) an abstract (max 1500 characters), 3.) a CV and 4.) a publication list. Explanatory notes: (1) The exposé should provide detailed information about the planned research project and its relation to BIGSSS’ academic program. This includes standard information such as the topic or research questions, how the topic or research question is embedded within current research, e.g. reasons why the project is original and relevant. Information about the methodology (“approach”, perspective) and methods should be included. A reference list of the literature mentioned in the project outline must be included. The evaluation of Fellowship applications involves scientists from different disciplines. The exposé, therefore, should be composed in a form that makes apparent the relevance and outstanding quality of the project and the applicant’s expertise, even to reviewers of the social sciences who are not immediately familiar with the precise subject area. (2) The abstract should be a summary of the Fellowship project for specialists in your field of research. The abstract should be submitted as a MS Word-compatible text file (doc, docx, rtf) and not as a PDF! Its length should not exceed 1500 characters including blanks. Should an application be successful the abstract may be used for public relation purposes of BIGSSS and HWK.

RESEARCH BEYOND THE IVORY TOWER: POLICY AND COMMUNICATIONS TRAINING FOR UNIVERSITY TEAMS. DEADLINE: OCTOBER 28, 2013 Research Beyond the Ivory Tower: Policy and Communications Training for University Teams The project focuses on strengthening the competence of university lecturers in the South Caucasus and Central Asia. The aim of this project is to increase the capacity of university professionals in the South Caucasus and Central Asia to participate in and set the agenda for public debate. The project will be implemented in two cycles (2013- 2015 and 2015-2016). In each cycle we select up to ten university-based research teams from the eight countries targeted in the project (Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan). Selection is based on quality and policy-relevance of the proposed research projects. Emphasis is placed on enabling the teams to communicate the results of their research to relevant stakeholders and the broader public. During each cycle of the project, three training/networking events will take place: a six-day advanced training workshop in Oslo, mid-term meetings in Tbilisi and Almaty, and a concluding final workshop in Oslo. The candidate should have the potential to also gradually take over managerial and/or technical functions. The analyst will be joining a dynamic and international team of microfinance rating specialists in Bishkek - Kyrgyzstan. He/she will be involved in rating and assessment missions for microfinance institutions mainly in Central Asia, Caucasus and Russia. The analyst will be involved in the whole process of the rating mission, from preliminary data analysis to field visit and report drafting. Training on the job will be initially provided through missions performed with senior analysts. Since the fall of the Soviet Union, the region has taken minimal steps toward democracy and the 2008 economic crisis hardly impacted the local systems. Health services and higher education remain poor and the medical approach of disability inherited from the Soviet period is still predominant. HI succeeded in developing a significant level of activities in Tajikistan with 3 new projects launched in 2011, while one project is being implemented in Kirghizstan in 2012. The program’s strategic orientations for the 3 coming years are currently built around the following priorities: • To develop HI projects portfolio in Kirghizstan and use lessons learnt from the currents projects in Tajikistan, in order to gain a more in-depth understanding of disability issues within a context we are still discovering • To explore possible activities and resources in Kazakhstan • To develop countries based projects which would lead to build regional dynamics and synergies among actors in the field of disability, with a focus on DPO’s. While projects and mission is relatively well established in Tajikistan, there is a strong need to develop projects in Kyrgyzstan. To do so, decision has been taken to merge the two existing positions of Regional Technical Coordinator and Regional Project Development Coordinator into only one Regional Technical Coordinator. This position is based in Bishkek to ensure the development of new projects in the country while providing some technical coordination and support to existing project in the region. Job Description: The position has a strong focus on developing projects in Kyrgyzstan while participating in the regional program general strategy in strong cooperation with regional team members. As a Regional Technical Coordinator you will be based in Bishkek, Kirghizstan, country of project intervention, with frequent travels to province and region where projects are or will be implemented. You will be required to travel to Tajikistan on regular basis, to coordinate and supervise project implementation. Externally you will be in relation with various stakeholders, including authorities, partners and donor. As a Regional Technical Coordinator you will work under the supervision of the Program Director and you will have a close functional link with the Technical Resource Division (DRT). You will be mandated by the DRT to implement Handicap International technical policies, methods and approach at the level of the regional program. You will be responsible for the technical and methodological quality of the projects within the program, the development of staff technical competencies as well as for mobilizing the resource locally. Knowledge of the Russian language is a real asset. Job Environment: Position is based in Bishkek, capital of Kyrgyzstan and its largest city, with all required basic services. Entertainment opportunities include many public parks, restaurants, museums, and cinemas. Wintertime is cold, fog and snow storms are frequent. Criminality is high in the city, although general threat of terrorism is latent. Travel to the provinces are possible in very charming region but must be checked before trips to comply with HI regulations.   6. 6. • assist in the organization of a four-day wrap-up national workshop on main findings from the re- tabulation • disseminate the final National Gender Profiles nationally • Assist in the organization of a regional workshop to exchange national experiences and best practices (if politically feasible) Overall, he/she will also: • support FAO SEC in ensuring the set-up, operation and maintenance of the project in the country; • support the preparation of the detailed project work plan; • liaise with the national consultants, resource persons and subcontractors to monitor the performance and progress made; • ensure collection of all essential documents and material relevant to project implementation; • provide support to consultants and counterparts in carrying out the planned project activities; • arrange meetings, visits, interviews and working sessions for REU/consultants with relevant resource people in government as well as non-governmental organizations; • ensure that the project activities are adequately integrated into government programmes and plans; • submit to FAO quarterly progress reports in English on project activities and • prepare the Terminal Statement of the project with support from the international, national and FAO experts. • Key performance indicators Expected Outputs: • Efficient and timely organization of the meetings (workshops/ RT, etc.) • Effective coordination among national stakeholders • National Gender Profile disseminated to all relevant stakeholders • FAO quarterly progress reports in English on project activities and • prepare the Terminal Statement of the project with support from the international, national and FAO experts.
