Introduction <ul><li>Cost containment in transition countries in Central and Eastern Europe is a key issue of health care reforms. </li></ul><ul><li>Health insurance card is one of the means of efficient controlling financial flow in a health care system. </li></ul><ul><li>Slovene National Insurance Institute launched a project of introduction health insurance card. </li></ul>
  3. 3. Aim <ul><li>We wanted to check the acceptability of health insurance card by the practising physicians, with an emphasis on the differences between primary and secondary care physicians. </li></ul>
  4. 4. Methods <ul><li>The survey was carried out using CATI method of telephone interviewing. </li></ul><ul><li>The interviews were collected from the random sample of practising physicians in Slovenia September 18 to September 26, 2000. </li></ul>
  5. 5. Results 1/3 <ul><li>47% of the interviews were carried out successfully. </li></ul><ul><li>More than half of the interviewees (57,4%) reported good experiences with the use of patient health insurance card and with the use of professional insurance card. </li></ul>

Results 2/3 <ul><li>In comparison to the secondary care physicians primary care physicians evaluated their own experiences better (p<0,001) and they also in 51,1% said the health insurance card made their job easier (p<0,001). </li></ul><ul><li>The professionals’ assessment of the security issues was high, favouring new technology over the old health booklet system. </li></ul>

Results 3/3 <ul><li>The professionals expect health insurance card will evolve in a health card. </li></ul><ul><li>Over three quarters presume better financial discipline while using new technology, the fact which can be seen also from the data that administrators benefited the most from the health insurance card implementation. </li></ul>
  8. 8. Conclusions <ul><li>We could demonstrate that the health insurance card was very well accepted. Primary care physicians differ in some practices and opinions about the health insurance card the fact which reflects different extents of the use of the card by the two groups. </li></ul>
