Liquor Sales $210.3 million + 2.86%
Beer Tax $14.4 million - 2.13%
Wine Tax $6.7 million + 5.35%
Total Revenue $248.7 million + 2.20%
FY10 PRELIMINARY FINANCIALS
Total Expenses $146.8 million + 2.8%
Total Transfers $99.2 million - 4.8%

Prior to 1919, 33 States already had some form of prohibition
In 1920, the 18 th Amendment passed creating national federally mandated Prohibition
Enforcement Problems
In 1933, with the necessary ¾ majority of the states, the 21 st Amendment passed, repealing National Prohibition
“ The transportation of importation into any state…for delivery or use…of intoxicating liquors, in violation of the laws thereof, is prohibited.”

HISTORICAL HIGHLIGHTS: FEDERAL

1934 Iowa becomes one of the original “Control” states
Liquor Control Commission created
State of Iowa assumes direct control over wholesale and retail distribution of alcoholic beverages, except beer
1963 Class C liquor license is created allowing on-premises liquor-by-the-drink sales
Simultaneously, the dramshop insurance becomes a requirement
1972 Government reorganization bill makes several changes:
Liquor statues consolidated from 12 separate chapters into the Iowa Beer and Liquor Control Act
Liquor Commission replaced with Iowa Beer & Liquor Control Department which now regulates the beer industry in addition to spirits and wine
HISTORICAL HIGHLIGHTS: IOWA ABD

1973 Alcohol sales are allowed on Sunday
1981 Iowa Beer & Liquor Control Department and the state liquor warehouse are moved to ABD’s current location
1985 Iowa’s wine monopoly is privatized
1986 Beer & Liquor Control Department replaced by Alcoholic Beverages Division, part of the Department of Commerce
1987 State owned liquor outlets replaced with privately owned stores
1989 Brew Pub permits created

2000 Authority for tobacco enforcement is given to ABD
2005 Additional native winery provisions implemented
2010 Micro-Distilled Spirits Permits are created
2010 High Alcohol Content Beer is defined and removed from the State wholesaling system to private beer wholesalers
2010 Iowa becomes a wine direct shipping state
