  2. 2. <ul><li>OBJECTIVES OF PEER REVIEW </li></ul><ul><ul><li>Provide an Independent Assessment of the INDII – DGH Road Safety Activities. </li></ul></ul><ul><ul><li>Review the Consultants’ Recommendations for the Future Programme of Technical Assistance Support of the Development of Road Safety in DGH. </li></ul></ul><ul><ul><li>Recommend Appropriate Amendments or Additions for the future Programme or its Activities. </li></ul></ul>
  3. 3. <ul><li>TASKS: </li></ul><ul><ul><li>Review Background Documents. </li></ul></ul><ul><ul><li>Carry out Interviews of Consultants and DGH Staff. </li></ul></ul><ul><ul><li>Comment on the Effectiveness and Impact of the Work Carried out in Activities 014, 194 and 195. </li></ul></ul><ul><ul><li>Identify Strengths and Weaknesses of the Road Safety Programme and Lessons Learnt. </li></ul></ul><ul><ul><li>Review the Current Activities Involving Other Agencies. </li></ul></ul><ul><ul><li>Provide Input into the Future Direction of the INDII Support of the Road Safety Programme in Indonesia </li></ul></ul>
  4. 4. <ul><li>Progress to-date: </li></ul><ul><ul><li>RSEU set up with a core team of 5 staff supported by 3 consultants. </li></ul></ul><ul><ul><li>Workshops held to increase awareness of road safety activities. </li></ul></ul><ul><ul><li>RSAs and Crash Reduction Reports prepared and supported by RSEU staff. </li></ul></ul><ul><ul><li>Road Safety Manuals prepared to illustrate road safety engineering, road safety at roadworks and roadside hazard management. </li></ul></ul>
  5. 5. <ul><li>Establishment of Road Safety Unit. </li></ul><ul><ul><li>Core team has not yet reached critical mass. </li></ul></ul><ul><ul><li>Requires further support. </li></ul></ul><ul><ul><li>Message slowly filtering through DGH and Regions. </li></ul></ul><ul><ul><li>Insufficient data to support firm accident reduction plan. </li></ul></ul><ul><ul><li>Action strategy to be developed to give direction to remaining stages of development. </li></ul></ul><ul><ul><li>Allocate budget in accordance with strategy. </li></ul></ul><ul><ul><li>Increase cross agency co-operation. </li></ul></ul>
  6. 6. <ul><li>Road Safety Audits and Crash Reduction Programme. </li></ul><ul><ul><li>Provide sufficient funding to implement the recommendations of RSAs carried out under Activity 194. </li></ul></ul><ul><ul><li>Follow through with pre-opening audits at completion of the works. </li></ul></ul><ul><ul><li>Provide sufficient funding to implement recommendations within the crash reduction reports. </li></ul></ul><ul><ul><li>Increase programme to cover all regions (at least one in each region). </li></ul></ul>
  7. 7. <ul><li>Road Safety Manuals </li></ul><ul><ul><li>Manuals can be used as guidelines for future designs. </li></ul></ul><ul><ul><li>Risk of them being too detailed and not easy to use. </li></ul></ul><ul><ul><li>Manuals need to be adopted at the highest level. </li></ul></ul><ul><ul><li>Series needs expanding to include topics such as Road Safety Audits, Traffic Calming and Speed Management. </li></ul></ul>
  8. 8. <ul><li>Other initiatives </li></ul><ul><li>IRSMS </li></ul><ul><ul><li>Ensure that requirements for road safety engineers is collected at the time of the crash. Input is required by DGH. </li></ul></ul>
  9. 9. <ul><li>Future Initiatives ? </li></ul><ul><ul><li>Concentrates on other agencies. </li></ul></ul><ul><ul><li>Includes vulnerable users needs (i.e. school zones). </li></ul></ul><ul><ul><li>Produce new Traffic Signs and Line Marking Manual </li></ul></ul><ul><ul><li>Education programmes. </li></ul></ul><ul><ul><li>Crash analysis for South Kalimantan corridor. </li></ul></ul><ul><ul><li>Demonstration projects. </li></ul></ul>
