Social Insecurity : We have about 394 million people under the tag of
informal workers, who do not have a job to depend upon. In a way, 86% of
our workforce is temporarily employed without any job security.
Non-existent records : No such records to separate them from
organized sector and provide them with special benefits. Adding to this,
updating and re-analysis of these records hasn’t happened since 2011 [ for
BPL]
Lack of Basic Amenities : Due to no records, policies made in their
interests lay insignificant as definition of the informal sector couldn’t be
formulated successfully.
Out dated Eligibility for BPL : In 1990-2000 BPL survey, person having
below Rs. 15/- day was below poverty line. In 2011, it was raised to Rs. 32/-
day. But given the approx 29% downfall of rupee within the past 1.5 years
and current inflation rate at 5.36%, the BPL eligibility doesn’t seem prudent.
It has in a way depicted decrease in number of people below poverty line,
whereas in reality, income hasn’t grown proportionally with inflation. The
poor is still same or worse, but statistics speak otherwise.
Social Effect of above problems: The above mentioned problems, over
multiple decades have caused this section to be satisfied with what they get
i.e. actually nothing. Their acceptance and our ignorance has compelled
these people who contribute 50% to our national product, to go unnoticed
and work all their lives just to survive one more day.

A non-profit and autonomous body accountable to SUPREME
COURT of INDIA
In collaboration with an international philanthropy group-GIVING
PLEDGE.

Each private member of ISRC will have a VOTE in the government’s policy making procedures
regarding the informal sector. It may propose implementation of any social welfare policy too.
The companies/philanthropists donating the 2.5% of their annual income to
ISRC will be exempted from CSR*, and also will receive proportional sales
and VAT cuts thus making their products preferable in the market.*SLIDE 5
Every private hospital helping in setting up a hospital
under the AHS* will get service- tax cuts, their
doctors would get attractive additional payment.

Ensuring That Each And Every Person Of The Country Gets A Place In The NRIC(The Database) With No
Redudancy(ensured By Biometric Indentities)
 The Unorganised Sector Is To Be Divided Into G-I {Have A Residence} , G-II {Have A Temporary But
Rented Residence} And G-III {No Residence Including Slum Dwellers}

Any Company may also add his

prepare a list of the high-priority needs
(maximum 3)of society and provide it to the

 Every religious places with deposits above 10 crores (Including gold,silver ,gems and other deposits
may donate 15% of their wealth to ISRC.
 If not then they will have to pay suitable Income taxes on all their deposits as per Act ,1961.
 If they fail to do either of the above, they’ll be subjected to raids, and all other exercises that normal
organizations face. Likewise they’ll booked under the IPC for illegal money holdings, if not accounted
for.

CRY(Child Relief and You) estimated that there are 11 million homeless children live on the street

That Too At Cheaper Rates As No Transportaion Or Excise Or

Policies Which Will Take Time, Effort And Money.
SOLUTION: The Solution To This Setup Stage Issue Can Be A
Trial Run On Smaller Scales Which Will Be An Example To Our
Lok Sabha And Rajya Sabha Representatives Of The Effectivity
Of The Plan, And Thus Will Require Almost No Debate Over It’s
Efficiency. We Must Do Trials To Draw Conclusions. Population
Off Over A Billion Cannot Decide Their Future Upon Debates.

INFORMAL SECTOR REVITALISATION COMMITTEE(ISRC) ELIGIBILITY:- PROVISION OF BEING A MEMBER:- THE ENTREPRENEUR /COMPANY MUST NOT BE BLACKLISTED OR SHOULD NOT HAVE ANY PAST CRIMINAL OFFENCES A COMPANY/ENTREPRENEUR WILL HAVE TO DONATE AT LEAST 2.5% OF ITS/HIS TOTAL ANNUAL INCOME. NGOS SHOULD BE ACTIVE FOR ATLEAST LAST 5 YEARS. NATIONAL SCALE PRIVATE HOSPITALS MUST PROVIDE MEDICAL SERVICES TO RECIPIENTS OF AHS* SCHEME.(*SLIDE 6) Each private member of ISRC will have a VOTE in the government’s policy making procedures regarding the informal sector. It may propose implementation of any social welfare policy too. The companies/philanthropists donating the 2.5% of their annual income to ISRC will be exempted from CSR*, and also will receive proportional sales and VAT cuts thus making their products preferable in the market.*SLIDE 5 Every private hospital helping in setting up a hospital under the AHS* will get service- tax cuts, their doctors would get attractive additional payment. *SLIDE 6
  • 5. Ensuring That Each And Every Person Of The Country Gets A Place In The NRIC(The Database) With No Redudancy(ensured By Biometric Indentities)  The Unorganised Sector Is To Be Divided Into G-I {Have A Residence} , G-II {Have A Temporary But Rented Residence} And G-III {No Residence Including Slum Dwellers} MONITORING NPR APPOINTING PAID VOLUNTEERS  Appointing (18 Yrs-45yrs) Unemployed People From G-II Unorganised Sector Workers Family And Educated Unemployed Sector As Paid Volunteer. Train the volunteers.  Volunteers Will Be Paid A Fixed Monthly Salary. They Would Be Paid Separately By Companies Under CSR* Act When Hired *Slide 5 The People Benefited From The AHS * Will Submit A Meagre Rent And A Defined Amount Of Savings Depending On Their Income .This Will Be Deposited In RBI under special endowment schemes. The RBI Will Provide Special Interest Rates, Under Directions From Finance Ministry This Interest Generated Will Become A Part Of The Trusts Of ISRC While Preserving The Purchasing Power Of The Principal Deposited By The G-III Families Remains Intact. *SLIDE 6 INVOLVEMENT OF RBI OFFICIAL WEBSITE  A Daily Information Service With News, Information On Non-profit Investment Opportunity And Activities.  Provides A Balance Sheet Every Month Informing The Donors Of : What Amount Was Spent In The Month And What Social Works Were Done.  This would minimise corruption. Companies above a certain size to ensure that they spend at least 2 percent of annual profits on corporate social responsibility (CSR) activities LAW PROPOSED: We are in favour of it, Though ,we suggest certain amendments in the law: GUIDELINES SPECIAL FEATURES Any time the company may appeal to be a part of the ISRC. Any Company may also add his investment(2% of the profit) to the investment being made by ISRC in that area The companies will be allotted areas according their own location and profit value For the allotted area the government would prepare a list of the high-priority needs (maximum 3)of society and provide it to the Company Company is excusable from CSR and these duties if and only if the company doesn’t have any gross profit. Operational loss is not to be considered a reason.

Amended CSR Act- - - - CSR in parallel to ISRC DEFINED GENRES GENRE OBJECTIVES: EDUCATION Establishing e-learning,Managing the mid day meal programme, Conducting workshops and sessions (By ISRC Paid Volunteer) UNORGANISED RETAILING Venture Capital investment , Registering every unorganized retailer AHS (Refer to SLIDE 6) Supervision of the facilities provided under AHS. MISCELLANEOUS AND MANDATORY All the people in the allotted area has Voter Card, Ration Card, BPL Card/RED Card(if Applicable),AADHAR Card Conducting campaigns regarding any new policy implemented by the government TEMPLE LAW (A proposal)  Every religious places with deposits above 10 crores (Including gold,silver ,gems and other deposits may donate 15% of their wealth to ISRC.  If not then they will have to pay suitable Income taxes on all their deposits as per Act ,1961.  If they fail to do either of the above, they’ll be subjected to raids, and all other exercises that normal organizations face. Likewise they’ll booked under the IPC for illegal money holdings, if not accounted for.

PROBLEM IN NUMBERS: SOLUTION: BASIS OF BEING IN G-III GROUP EACH AND EVERY CHILD( <16yrs) SHOULD GO TO THE SCHOOL SET UP UNDER AHS IF NOT SELF HELP GROUP, THEN JOIN TRAINING AT THE AHS HOSPITAL AS NURSE OR GET PAID BY CSR FOR MAINTENANCE OF SANITATION/FILING COMPLAINTS (IF LITERATE ) etc EACH AND EVERY WORKING AGE MEMBER(18 yrs-45 yrs) OF THE FAMILY SHOULD BECOME A MEMBER OF THE SELF-HELP GROUP WITHIN 15 DAYS OF ALLOTMENT. NO MEMBER OF THE FAMILY SHOULD WORK IN THE ORGANISED SECTOR.

AHS FACILITIES BASIC AMENITIES,ELECTRICITY COMMUNITY SANITATION AND KITCHEN SELF –HELP GROUP & ADULT LITERACY FORMED BY UNEMPLOYED WORKING AGE CLASS LIVING THERE PAID VOLUNTEERS ORGANISE FREE WOKSHOPS FOR ADULT LITERACY OPEN TO GENERAL PUBLIC EDUCATION OPEN TO GENERAL PUBLIC AT PROPER FEES. SET UP OF A LOCAL SCHOOL-FREE UPTO 12TH FOR CHILDREN FROM G-III. CONDUCTING TESTS FOR RECRUITING TEACHERS BY ISRC/CSR HEALTH PROVIDE MEDICAL FACILITY AND MEDICINE TO AHS PEOPLE AT REDUCED PRICES OPEN TO GENERAL PUBLIC AT ACTUAL RATE

A STEP TOWARDS ACHIEVING MACRO-ECONOMY(3 GOALS): FULL EMPLOYMENT: Self Help Group , Paid Jobs For Maintenance Of AHS Buildings, AHS Hospitals , Paid Volunteers Of ISRC STABILITY OF PRICE: Production Of Different Materials By Self Help Groups. Here Unemployment Decreases And Promises To Remain Minimum. There Is An Occasional Reduction In Taxes And Vat Rates For Certain Companies Which Also Increases Their Production 1) Too Much Productivity Of One Type Of Material Will Bring Down The Market Of That Product Rather Than Enhancing It. So, Economic Growth Comes At Stake. SOLUTION:-For This, We Can Try And Produce The Goods Specific To An Area , In That Region’s Self Help Groups. This Way The Product Will Get Used Up Mostly In The Area Itself And That Too At Cheaper Rates As No Transportaion Or Excise Or Inter-state Taxes Will Apply. IT IS SAID THAT ALL THREE GOALS OF MACRO ECONOMICS ARE NOT ACHIEVABLE AHS NRIC ISRCPHILANT HROPISTS NGO GOVER NMENT CSR RELIGIO- US PLACES ADVANTAGES CHALLENGES ECONOMIC GROWTH As Rate Of Production Increases Economic Growth Also Increases, As Living Standard Increase, Scarcity of basic amenities becomes Less of a Problem OTHER BENEFITS: 1.Reduction In Child Labour. 2.Ensure Education For All. 3.De-centralisation Of Services, Which Allow Actual Financial Help And Services To Reach The Needy(And Remote Areas), Not Through A Filter But Directly Through A Funnel Like Structure. 2) The Initial Setup Stages Of The Database And The Committee Will Require Quite Some Amendments And Introduction Of New Policies Which Will Take Time, Effort And Money. SOLUTION: The Solution To This Setup Stage Issue Can Be A Trial Run On Smaller Scales Which Will Be An Example To Our Lok Sabha And Rajya Sabha Representatives Of The Effectivity Of The Plan, And Thus Will Require Almost No Debate Over It’s Efficiency.
