      Requirements are best understood by local constant dialogue
      All technologies go obsolete or need maintenance
      Technologies need to integrate with existing efforts and strategies
      Establish local team that can design systems with end users
      Local team buildsmodular, open source systems, train in QA; build local tech capacity & network
      Train in interoperability and architecture. Extend existing apps.

      • Lack of basic SMS skills at grassroots level
      • 22. Limited english knowledge
      • 23. Limited support of Khmer Unicode in mobile devices
      Improve field reporting of structured data in a low-capacity, low-training and reliable way
    • 24. “Magic Wheel”
      • Field staff uses the wheel to generate a code
      • 25. Code has error detection and resiliency built in
      • 26. Send the code via SMS or Interactive Voice Response(IVR)
      • 27. Automatically extract structured data from the code
