COGSA International Conventions At a convention in The Hague during 1921, a set of rules were drawn that set the minimum standards of liability for carriers. The main document for the shipment of dangerous goods is the ‘Dangerous Goods Note’, and it must be completed by the shipper prior to the goods being collected. D angerous Goods Notes The Dangerous Goods Note, if completed properly, removes the need to complete a ‘Standard Shipping Note’. The Dangerous Goods Note will also double as a ‘Packing Certificate’. A Packing Certificate is a certificate that states that the goods are packed properly in accordance with applicable legislation – see Box 15.
