Under SB 1, salary increases must include:<br />The number of years of a teacher’s experience & the attainment of either additional content area degrees or credit hours beyond employment requirements.<br />The results of evaluation conducted considering ISTEP results.<br />Indiana State Teachers Association - 2011<br />4<br />
  5. 5. The assignment of instructional leadership roles, including mentor teachers who evaluate other teachers.<br /> The academic needs of the school corporation, as in hard-to-staff schools.<br />Indiana State Teachers Association - 2011<br />5<br />

Evaluation procedures may no longer be bargained, but shall be included in discussion.<br />A teacher identified through the evaluation system as “ineffective” or “needs improvement” may not receive an increase in salary.   7. 7. Evaluation Plan<br /><ul><li>The evaluation plan must include the following:
  8. 8. Performance evaluations for all certificated employees, conducted at least annually.
  9. 9. Objective measures of student achievement & growth.
  10. 10. Student achievement results from locally developed assessments and other test measures.

Teacher Rating Categories<br />Before Jan. 31, 2012, the State Board of Education must adopt rules establishing definitions for teacher rating categories – highly effective, effective, improvement necessary & ineffective teacher. <br />Those categories will take effect July 1, 2012, or when a local’s current contract expires.<br />Indiana State Teachers Association - 2011<br />8<br />
  13. 13. “Ineffective” or “Improvement necessary” teachers receive no salary increase.<br />A non-permanent teacher becomes a probationary teacher. A permanent teacher becomes an established teacher, leading to professional teacher status once receiving a rating of effective or highly effective in three of the next five years.<br />Indiana State Teachers Association - 2011<br />9<br />

After July 1, 2011, or the end of the current contract, contract cancellations for a justifiable decrease in teaching positions shall be determined based on PERFORMANCE rather than SENIORITY unless teachers are placed in the same category.<br />Indiana State Teachers Association - 2011<br />10<br />
  15. 15. Salary Schedules<br />IDOE will publish a model salary schedule, although school employers may adopt other salary schedules & are encouraged to do so. IDOE can determine & shall take appropriate action to ensure compliance with the salary schedule provisions in this law.<br />A school corporation may not decrease the salary of any teacher below his/her July 1, 2012, salary solely to conform that salary to the new scale.<br />Indiana State Teachers Association - 2011<br />11<br />

Contract Cancellations<br />Permanent (established/professional) teacher hearings are replaced with conferences.<br />If rated “ineffective” or “improvement necessary,” a teacher is entitled to a private conference with the superintendent or designee.<br />Indiana State Teachers Association - 2011<br />12<br />

Some Improvements Made to SB 1:<br />Grandfather clause inserted so that school corporations cannot decrease the salary of a teacher below that earned on or before 7/1/12 to conform to the new salary scale.<br />Added language permitting advanced degrees & graduate credit hours to gain salary schedule credit for up to one-third of new salary increases.<br />Restored school board role in hiring & dismissal of staff rather than vesting entire authority to the building-level principal as the IDOE had proposed.<br />Added language to permit local school districts to use LOCAL assessments & rigorous measures of effectiveness (other than just test scores & other student achievement data) to evaluate teachers.<br />Added language so that seniority MAY be considered as a factor in reductions in force for those in the same performance category.<br />Inserted “aggregate” so that staff evaluation reports to IDOE are for the aggregate numbers by category rather than by individual names.<br />Restored teacher, librarian, & principal to definition of teacher for certification purposes.<br />Indiana State Teachers Association - 2011<br />13<br />
