SB 1 does the following: Eliminates the Advisory Board for Professional Standards and moves administrative authority for teacher & administrator training & licensure rules. Indiana State Teachers Association - 2011 2
Salary After your current contract expires, your salary as a teacher can no longer be based solely on your years of experience and on your degrees earned. Indiana State Teachers Association - 2011 3
Under SB 1, salary increases must include: The number of years of a teacher’s experience & the attainment of either additional content area degrees or credit hours beyond employment requirements. The results of evaluation conducted considering ISTEP results. Indiana State Teachers Association - 2011 4
The assignment of instructional leadership roles, including mentor teachers who evaluate other teachers. The academic needs of the school corporation, as in hard-to-staff schools. Indiana State Teachers Association - 2011 5
Evaluation procedures may no longer be bargained, but shall be included in discussion. A teacher identified through the evaluation system as “ineffective” or “needs improvement” may not receive an increase in salary. SB 1 establishes a review process for those teachers. Indiana State Teachers Association - 2011 6
The evaluation plan must include the following:
Performance evaluations for all certificated employees, conducted at least annually.
Objective measures of student achievement & growth.
Student achievement results from locally developed assessments and other test measures.
Rigorous measures of effectiveness, including classroom observations.
Indiana State Teachers Association - 2011 7
Teacher Rating Categories Before Jan. 31, 2012, the State Board of Education must adopt rules establishing definitions for teacher rating categories – highly effective, effective, improvement necessary & ineffective teacher. Those categories will take effect July 1, 2012, or when a local’s current contract expires. Indiana State Teachers Association - 2011 8
“Ineffective” or “Improvement necessary” teachers receive no salary increase. A non-permanent teacher becomes a probationary teacher. A permanent teacher becomes an established teacher, leading to professional teacher status once receiving a rating of effective or highly effective in three of the next five years. Indiana State Teachers Association - 2011 9
After July 1, 2011, or the end of the current contract, contract cancellations for a justifiable decrease in teaching positions shall be determined based on PERFORMANCE rather than SENIORITY unless teachers are placed in the same category. Indiana State Teachers Association - 2011 10
Salary Schedules IDOE will publish a model salary schedule, although school employers may adopt other salary schedules & are encouraged to do so. IDOE can determine & shall take appropriate action to ensure compliance with the salary schedule provisions in this law. A school corporation may not decrease the salary of any teacher below his/her July 1, 2012, salary solely to conform that salary to the new scale. Indiana State Teachers Association - 2011 11
Contract Cancellations Permanent (established/professional) teacher hearings are replaced with conferences. If rated “ineffective” or “improvement necessary,” a teacher is entitled to a private conference with the superintendent or designee. Indiana State Teachers Association - 2011 12
Some Improvements Made to SB 1: Grandfather clause inserted so that school corporations cannot decrease the salary of a teacher below that earned on or before 7/1/12 to conform to the new salary scale. Added language permitting advanced degrees & graduate credit hours to gain salary schedule credit for up to one-third of new salary increases. Restored school board role in hiring & dismissal of staff rather than vesting entire authority to the building-level principal as the IDOE had proposed. Added language to permit local school districts to use LOCAL assessments & rigorous measures of effectiveness (other than just test scores & other student achievement data) to evaluate teachers. Added language so that seniority MAY be considered as a factor in reductions in force for those in the same performance category. Inserted “aggregate” so that staff evaluation reports to IDOE are for the aggregate numbers by category rather than by individual names. Restored teacher, librarian, & principal to definition of teacher for certification purposes. Indiana State Teachers Association - 2011 13
