    Študije* kažejo, da 80% investicije odpade na gradnjo pasive (od tega 30% neoptimalna gradnja).
    Visok začetni „take-up-rate“ (>50%) izjemno pomemben za vzdržen ROI
    Kot posledica redke poselitve in/ali težkih geografskih pogojev obstaja veliko področij v Evropi, za katere ni komercialnega interesa za izgradnjo telekomunikacijskih omrežij nove generacije.
    Na teh področjih uporabniki nimajo, oziroma imajo zelo omejen dostop do širokopasovnih storitev.
    To pomeni, da je Neto Sedanja Vrednost projektov na takih področjih negativna že, če vključimo vsaj minimalen finančni donos na vloženi kapital.
    Z veliko stopnjo gotovosti lahko zaključimo, da če za ta področja danes ne obstaja komercialni interes, ta ne bo obstajal tudi v prihodnosti.
  • Evropski Sklad za Regionalni Razvoj - ESRR (85% javnega financiranja) in nacionalna sredstva (15% javnega financiranja). Zasebna udeležba je zaželjena (večina projektov iz zadnjega razpisa je sofinanciranih 40% z zasebnimi sredstvi).
    Čimbolj pasivno omrežje, ker pasivno deli potrebujejo manj finančnih sredstev za ohranjanje funkcionalnosti.
    Odprtost (Open access) za zagotovitev dostopa vsem zainteresiranim ponudnikom storitev pod enakimi pogoji in zagotoviti konkurenco pri končnem uporabniku.
    Podvojevanje sestavnih delov omrežja pomeni podvojevanje stroška. Delitev aktivne opreme (bitstream) posledično znižuje skupne stroške za širšo javnost (TCS).

    GPON (1:64, 40Mbps guaranteed, cca 20 km radius, cost effective)
    VDSL vectoring (VDSL 30Mbps/1km, vectoring 150Mbps/1km, existing copper reuse)
    Uporabniška izkušnja pogojena z zmogljivostjo hrbteničnih omrežij, predvsem pa z zmogljivostjo lastne opreme.
    Zmanjšat CAPEX pasivnih omrežij:
    S souporabo obstoječe infrastrukture (drogovi, kanalizacija, javna razsvetljava, etc..);
    Z uporabo asimetričnih spliterjev zmanjšati porabo kabla na dostopovni podzanki.
    Gradnja odprtih mobilnih omrežij
    4G in nadaljni potrebujejo več baznih postaj. Če delitev stroška infrastrukture deluje na fiksnih omrežjih, mora delovati tudi na mobilnih.
