2. 2.

To understand the principles of risk assessments.

To understand the scope of hazards in the beach and coastal environment.

To understand what the RNLI, University of Plymouth and partnering organisations are implementing in the UK to reduce drownings through the development of a risk assessment programme.

Learning Outcomes
 3. 3.

World Health Organisation: Guidelines for safe recreational water environments :

‘ Assessment of hazard and risk inform the development of policies for controlling and managing risks to health and well-being in water recreation. …

The assessment of a beach or water should take into account several key considerations including:

the presence and nature of natural or artificial hazards

the severity of the hazard as related to health outcomes

the availability and applicability of remedial actions

the frequency and density of use

the level of development.’

Principles of a Beach or Water Risk Assessment
 4. 4.

The RNLI is continuing to pursue clarity for the responsibility for safety on beaches. The current policy briefing paper calls upon the Government to make a clear statement that:

Identifies who has duty of care for the public on beaches, in particular those where the owners actively encourage their use.

Encourages the beach owner (private or Local Authority) to carry out a formal risk assessment , which takes into account beaches and associated swimming areas.

Encourages the Local Authority or private landowner to put in place any reasonable safety measures identified by the formal risk assessment.

Nominates an appropriate government body and empowers it to identify responsibility for conducting risk assessment and implementing safety measures.

The Challenge
 5. 5. The RNLI Start Point
 6. 6. The Risk Management Process AS/NSZ 4360:2004, Risk Management
 7. 7. Context

Determine who has the responsibility for safety

Determine the ‘drivers’ both internal and external

 8. 8. Assessing the Risk

Working with Plymouth University to modify the ABSAMP program for use in the UK

Development of check lists of hazard groups

Development of a simplified risk calculator to provide a basic risk rating for any given beach:

Risk = Energy (tides + wave) + Population (in-water population + conflicting activity)

 9. 9. Treating the Risk

Develop a range of public education programmes

Development of guidelines for beach safety signage and flags and for PRE

Development of a lifeguard services level calculator
