The objective of the workshop is to explore opportunities for alignment, harmonization, partnership building and RED&FS is a platform with those same objectives.
Background
Most evolved and complex of all the SWGs reflecting the importance of agriculture to the Ethiopian economy and the complexity of the sector
It is a joint platform bringing together the government of Ethiopia with its Development Partners
Lead by government through all platforms and supported by DPs
All about the Paris Declarations, government ownership of development, harmonization of resources, mutual accountability,
Effective and Rational use of resources
All platforms led by a government Chair and Co-Chaired by DPs
Mirriors the structures of the government Ministries
Sector Technical Committees are Chaired by State Ministers, Task Forces by Directors, Executive Committee is led by Federal Ministers
All platforms produce an Annual Action Plan outlining their goals for the year
Secretariat provides broad support to the entire sector and works at building partnerships. They are not technical experts but it is their job to know who the experts are and bring them together.
Programme approach allows efficient alignment, harmonization with minimum administrative costs and demands on human resources.
About 65-70% of total investment is through the major Flagship Programmes
This was the structure before the recent government realignment.

However with the reorganization
DRM was elevated to an independent Commission and the Food Security was combined with Rural Job Creation in a new State Ministry.
The Livestock State Ministry was elevated to an independent Federal Minisry.
These changes recognized the evolving importance of those sectors to the development goals of the country.
However, the need to maintain traditional lines of coordination and communication remained unchanged.
We have discussed modalities of maintaining those linkages with the government and are currently drafting potential new structure.
Empahsize this is draft and still being developed but may look something like this.
First we discussed with HE Sileshi on ways to link Livestock and the proposal is to include two new Technical Committees from Livestock and Fisheries under the RED&FS structure

Now the two Federal Ministers will work together as Joint Chairs of RED&FS
We are currently trying to develop a mechanism to maintain linkages with the DRM sector

Certainly important to maintain this linkage because what we do in agriculture, the advances we have made in the last 10 years requires a strong DRM to maintain those gains in the face of drought, flooding etc.
Traditionall the Policy and investment Framework acted as the overarching Guide to investments. However, in the last MTR and discussions around that,it was put forward that the PIF, although an investment framework was insufficient to serve as an overall sector strategy document so

We have discussed with government on the need to have a more robust document and now we are looking at a full sector strategy, emanating from the GTP2, and we hope to be able to modify it to bring together the various sector plans, Livestock Master Plan, CRGE as well as CAADP Framework into one strategy document, within which the PIF will be an investment Framework.
This is an overview of the Task Force structure within the Technical Committees. Of course the new TCs and Ministries are currently developing their Directorates and Sub-Offices and as they evolve we will be developing appropriate joint platforms, Task Forces in order to meet the mandate of alignment and harmonization.
Especially of interest here, in the ILRI sense is the structures that will be present within the Livestock and Fisheries sector. ILRI in the past has been active and engaged in RED&FS and we welcome the opportunity to build on that history and it will be of mutual benefit.
It is all not candy and roses and RED&FS has challenges.
The whole concept of harmonization takes time and commitment.
Many institutions have the internal capacity to engage in several sectors, other institutions are more constrained. It is important that engagement with RED&FS is productive and has results.
Resources are always a challenge. We have a lot of activities that require budget. Historically we had two MDTFs, one in MoA and one in the WB. The WB MDTF expired over a year ago and we are still working on the mechanism to replace it. We also use programme support and bi-lateral support for many activities. But the important thing to remember about RED&FS is that it is not how much money you bring to the table. RED&FS is built on people and ideas and inputs and the willingness to engage in the objectives of the platform.
Certainly over the years as the development of Ethiopia has matured we are more than ever realizing the need for cross-sector coordination and communication. It is a challenge even within RED&FS and the programmes to ensure efficiencies but more than ever we are realizing the need to work across Ministeries and take a more holistic approach to development in order to maintain that Resource Effectiveness.
So with that I will end and invite questions but I would like to reaffirm the encouragement we give to ILRI and the other CGIAR centers to engage wherever you can and we appreciate your partnership.
