What has been learnt so far in the course of revising national biodiversity strategies and actions plans (NBSAPs)?

On 12 November 2013, representatives from Namibia presented their key lessons at a side event to the Convention on Biological Diversity global workshop in Nairobi.

Namibia's biodiversity mainstreaming process included using strategic environmental assessment in the Fourth National Development Plan, integrating ecosystem services in the assessment, regional integrated land use planning and mobilising resources mobilisation to roll out the updated biodiversity strategy in Namibia over three years.

NBSAP PROCESSES  Constituted a NBSAP Steering Committee  Review committee for NBSAP 1 implementation  Steering the development of the NBSAP 2  NBSAP 1 roadmap (22 – 23 March 2012)  Identify challenges & successes encountered during development and implementation of NBSAP1  Recommendations for how to have a new and improved NBSAP  Develop roadmap towards finalization and better implementation of NBSAP  NBSAP 1 Review Workshop (25-26 July 2012)  Identify the achievements, challenges, lessons learned and future priorities of all organisations involved in the implementation of the NBSAP1  Formulate draft inputs into NBSAP2 in terms of priorities, targets and way forward

Mainstreaming Processes  Strategic Environmental Assessment  Fourth National Development Plan  Integration of Ecosystem Services in SEA and Regional Integrated Land Use Planning  Resource mobilisation for effective implementation of the updated biodiversity strategy in Namibia – 3 year process  project goal is that the resource mobilisation for biodiversity conservation has been improved sustainably on the basis of an economic valuation of ecosystem services and their mainstreaming into national governance processes  Initiatives part of NBSAP implementation

Lessons  Need permanent governance structures to supervise and guide implementation of NBSAP  NBSAP Committee (Multi-stakeholder Committee of Key Ministries, NGOs, Media, Donor Agencies)  Special importance of communication for mainstreaming  Communication strategy with different targeted audiences  Content tailoring  Important support through the Sustainable Advisory Council as high level policy advisory institution;  Chaired by Permanent Secretary of Ministry of Trade
