MAIN OBJECTIVE: “SUPPORT THE IMPLEMENTATION OF THE NATIONAL DRRM LAW, FRAMEWORK AND PLAN BY IMPROVING ACCESS TO INFORMATION AND INCREASE RESILIENCE OF HIGH RISK COMMUNITIES IN THE PHILIPPINES”. SPECIFIC OBJECTIVE : “To increase the resilience and reduce the vulnerability of local communities and institutions through the establishment of sustainable dissemination and replication mechanisms for community-based DRR models." RESULTS 1 2 3 Improved mainstreaming of inclusive CBDRR in local development planning process in the targeted areas. Increased institutional capacity of DepEd to integrate inclusive CBDRR and roll out in formal education system and enhance preparedness of schools to manage disasters in the targeted area Increased knowledge sharing of available DRR learning resources and advocacy tools

  5. 5. Republic Act 10121 Orientation Part of the capacity building for LGUs is to facilitate their understanding on the salient points of the Philippines NDRRM Law, Framework and Plan. The law emphasizes the disaster risk reduction and management through the 4point DRRM framework—prevention and mitigation, preparedness, response, and rehabilitation and recovery—emphasizing the bottom-up approach.

Participatory Capacity and Vulnerability assessment (PCVA) PCVA has been conducted in a total 38 municipal LGUs and 72 barangay LGUs wherein degree of disaster risks was identified and translated into “inclusive” DRR/CCA options. It also guided the consortium to identify and support Small Scale Mitigation projects.
  7. 7. Inclusive DRRM Planning The project has also facilitated adjustments in the comprehensive development plans of the LGUs that ensures disaster risks are reduced. It also facilitated proper utilization of the local budget based from RA 10121. LGU partners identified prevention, mitigation and preparedness activities and was budgeted accordingly. The interesting off-shoot of the project is the increased level of awareness of the inclusive DRR/CCA wherein with the expertise of Handicap International stressed the inclusiveness of persons with disabilities in pre-during and after a disaster. Mitigation projects, as well as the implementation of programs hoped to include PWDs in terms of participation, access and information. It also helped the LGUs appreciate inclusivity and implement the law that would ensure the rights of the PWDs are addressed.
  8. 8. Contingency Plan Simulation Drills All LGU partners where also able to develop contingency plans based from the PCVA results. The CPs was guided by “worst case” scenarios and was tested through the conduct of Community Drills or simulation lead by the Barangay and Municipal DRRM Office. The drills are also inclusive wherein it considered PWDs in all
