Neighborhood Stabilization Fund Emergency Assistance for the Redevelopment of Abandon and Foreclosed Homes (Housing and Economic Recovery Act of 2008, Section 2301) DIRECT APPROPRIATIONS – $4,000,000,000 REHABILITATION — “… Rehabilitation may include improvements to increase the energy efficiency or conservation of such homes and properties or provide a renewable energy source or sources for such homes and properties.

FHA Modernization Fund of 2008 Energy Efficiency Mortgages (Housing and Economic Recovery Act of 2008, Section 2123) INCREASED LIMITS – Increases the limits for cost- effective energy efficiency improvements to the greater of 5% of the appraised property value or 2% of the maximum mortgage limit. * $12,510 to $31,275

Energy Efficiency Block Grant Energy Efficiency and Conservation Block Grant (Energy Independence and Security Act of 2007) AUTHORIZATION – $2 Billion; Appropriation pending ELIGIBLE ACTIVITIES – – Developing/implementing an energy efficiency and conservation strategy; – Conducting residential and commercial building energy audits; – Establishing financial incentive programs for energy efficiency improvements (e.g., loan programs, rebate programs, waive permit fees); – Providing grants to nonprofit organizations to perform energy efficiency retrofits;
  7. 7. Housing Tax Incentives Reform of Low Income Housing Tax Initiatives (Housing and Economic Recovery Act of 2008, Section 3004) QUALIFIED ALLOCATION PLAN – Requires State Housing Finance Agencies to take account of energy efficiency in making Tax Credit allocations. Effective 12/31/2008
