In Pork Broth (Dewan Rakyat),
1. A bill is proposed by Pork Meat (Minister in any ministry)
2. A meeting of Pork Meat (25) is, then, held for discussing the suggested bill
3. If it is approved, the bill will be printed out and allocated to the Pork Broth
(MPs)

5. 3 Readings
After the consensus of Pork Meats (25),
1. A Pork meat / Deputy Pork Meat will present the bill to the Pork Broth (Dewan
Rakyat), and the House Secretary reads bill to Pork Broth (MPs).
2. If required, amendments are made through discussion by Pork Broth (MPs)
3. A deputy minister/ minister will submit the bill for the Pork Broth (MPs) to
vote, which requires 2/3 of agreement in order to pass.

6. 2 Scenarios – In Soy Sauce (Dewan Negara)
Situations,
1. When Soy Sauce approves
2. When Soy Sauce disagrees
Situations will be presented in the following ways.

7. Passing to Soy Sauce (Dewan Negara )
(Only when the bill has got a two-thirds vote)
In Soy Sauce (Dewan Negara),
1. the 3 Readings are repeated the same as in Pork Broth (DR)
2. the bill will be forwarded to Noodle (Yang Di-Pertuan Agong)
 Important – Soy Sauce is less powerful than Pork Broth.
• Therefore, Soy Sauce can only delay the process of passing the bill for 30 days if
agreement on the bill has failed.

8. Rejection from Soy Sauce (Dewan Negara)
If Soy Sauce rejects/ request for amendments,
1. The suggested/ rejected bill by Soy Sauce will be sent back to Pork Broth for
consideration within 30 days.
• However, Pork Broth has the right to reject the suggestion from Soy Sauce.
If Pork Broth rejects the bill amended from Soy Sauce,
1. The bill will be delayed for 30 days, and after the given period, it will be sent to
Noodle (Yang Di-Pertuan Agong)

9. 2 Senarios in Noodles (Yang Di-Pertuan Agong)
Situations,
1. When Noodle approves
2. When Noodle disagrees
Situations will be discussed in the following ways.

10. Passing to Noodle (Yang Di-Pertuan Agong)
– The last procedure
Procedures :
1. A month(30 days) is given to Noodle for agreeing or rejecting the proposed bill.
2. Since there is no rejection from the Noodle, the bill will become a law (Akta) in
Malaysia when Noodle approves it.
3. Before becoming a law (Akta), government will notify to the Malaysian citizen.
4. After publication, law (Akta) will take effect in public.

11. Amendments/ Objection from Noodle – Dealing with disagreement
(Yang Di-Pertuan Agong)
If Noodle rejects/ amends the bill,
1. The propsed bill will be returned to Pork Broth for consideration
2. Pork Broth will reconsider the amendments
3. When it is done, the decision of Pork Broth will sent back to Noodle for another 30 days.
4. Within 30 days, Noodle will approve the bill, and bill will be validated after it is notified to
public.
Important - Noodle can not reject the bill for the second time when Noodle had
rejected it once.
