Recently at the 2011 HINZ Conference, I presented an endorsement of the standards-based approach to developing solutions that span multiple systems. The case study that supports my proposition is Auckland eReferral under the CareConnect brand. The standard in question - “the standard” in the rest of this presentation – is HISO 10014.2 Online Forms Architecture Technical Specification.

Standards based solutions have been good for Auckland eReferral, good for vendors and good for the sector as a whole.

- Why standards are great for facilitating generic, extensible, reusable integration in a multi-system solution and why HealthLink took the standards-based approach with CareConnect
- Six key problems the standard solves:  multiple disparate coding systems, hard coded business rules, data quality issues, high cost of change to the proprietary interfaces, low pace of change and rogue forms that bypass the subscribing systems.
- How standards were designed and implemented specifically for Auckland eReferral (CareConnect)
- How eReferral has gone – an evaluation of the application of the HISO standard and the lessons we learnt

    • CareConnect: Implementation of aStandards-based Solution by Gordon Inkson (Solution Architect: HealthLink) Powerpoint Templates Page 1
    • The Standards Proposition(What to take away from this session)STANDARDS are great for facilitatinggeneric, extensible, re-usableintegration in a multi-systemsolution …… BUT that success is dependent onadoption and uptake …… AND standards are a means to anends – not an end in themselves …… SO pragmatism must always trumpdogmatism Powerpoint Templates Page 2
    • My argument (in a nutshell) Auckland eReferrals provided a challenge and an opportunity – successful implementation of online forms Open Health Consortium’s Response? “Implement a Standard“  What? HISO 10014 Online Forms  Why? Clinical Benefits  How? Design & Implementation  What happened? Evaluation and Lessons Learned Conclusion – Standards-based Forms have been good for Auckland eReferrals, good for Vendors and good for the Sector (Questions at the End) Powerpoint Templates Page 3
    • Before we start … “the Standard “ or “the HISO Standard“ = HISO 10014.2 Online Forms Architecture Technical Specification (the full name’s a bit of a mouthful) Although this is a Case Study on Auckland eReferrals the focus is on the Standard – not the Project. (That’s a whole other presentation – probably two or three other presentations) Consider me an “Interested Observer“  I’m new to the Health Sector and New to the Project and New to the Standard  Real credit rests with the pionees – Prof. Jim Warren from HISO, Peter Sergent from MedTech, Aswin Patel from My Practice and HealthLink’s own Edwin Ng Powerpoint Templates Page 4
    • The ChallengeThree Very Large DHBs …… lots of paper-forms …… leading to obvious problems. Powerpoint Templates Page 5

    • Why a Standard? It’s all about integration …… standards support integration Powerpoint Templates Page 7

    • Clinical Benefits – Online FormsOnline Forms vs. Manual FormsForm Characteristic Online ManualMachine-readable Pre-population Consistent Forms Up-to-date Forms Interactive Guidance Auditing Use Active Reporting Not Readily Falsifiable Universally Available Highly Robust Technology Powerpoint Templates  Page 12
    • Clinical Benefits - StandardsBut obtaining these benefits requires:• Seamless integration of Form into Business Process• Data Pre- populated• Balance of tight UI/ UX vs Loosely- coupled Systems Powerpoint Templates Page 13

    • Lessons LearnedBottom Line …• Standards live or die by their usefulness and widespread/universal adoption. Do what’s needed to achieve this. Powerpoint Templates Page 16
    • What really mattersStandards will be a success for AucklandeReferrals because … 1. Integration beats “rip-and-replace“ 2. Extensibility 3. Promote Participation 4. Level playine field 5. Technology neutral Powerpoint Templates Page 17
