same technology and media for
each and every child in an early
childhood program and, to the
extent possible, for their
parents and families”

What is the position?
Technology and interactive media are tools that can promote
effective learning and development when they are used
intentionally by early childhood educators, within the
framework of developmentally appropriate practice, to
support learning goals established for individual children.
Children’s experiences with technology and interactive
media are increasingly part of the context of their lives that
must be considered as part of the developmentally
appropriate framework.
What are the key messages?
• When used intentionally and appropriately,
technology and interactive media are effective
tools to support learning and development
• Intentional use requires early childhood teachers
and administrators to have information and
resources regarding the nature of these tools and
the implications of their use with children.
What are the key messages?
• Limitations on the use of technology are media are
important.
• Special considerations must be given to the use of
technology with infants and toddlers.
• Attention to digital citizenship and equitable
access is essential.
• Ongoing research and professional development
are needed.
What are the recommendations?
• Select, use, integrate, and evaluate technology and interactive
media in intentional and developmentally appropriate
ways…and focus on the appropriateness and the quality of the
engagement.
• Provide a balance of activities in programs for young children.
• Understand the limits of technology…Give careful consideration
to technology with infants and toddlers…Be aware of public
health concerns.
• Provide leadership to ensure equitable access to technology
and interactive media experiences for the children in your care
and for their parents and families.
• DAP framework offers
guidance in using technology
with young children
• First and foremost,
Developmentally Appropriate
Practice should guide the use
of technology and interactive
media
How does DAP inform practice?
• Individualized needs
• Age and developmental level
• Social & cultural background
What does Developmentally
Appropriate Practice consider?

and interests of each child

When used intentionally
and appropriately,
technology and interactive
media are additional tools
for learning and
development

Inclusion and Disability Studies
What are the benefits?
• Technology and media can enhance
children’s cognitive and social
abilities
• Supports inclusive practice by
providing adaptations for children
with special needs in least
restrictive settings

What are the benefits?
• Enhances early childhood
practice when integrated into
the environment, curriculum,
and daily routines
• Can help educators make and
sustain home-school
connections

What are the benefits?
• Intentional use of
technology and interactive
media must be based on
information and resources
regarding the nature of
these tools and the
implications of their use with
young children

....When the integration of technology and interactive media in
early childhood programs is built upon solid developmental
foundations and early childhood professionals are aware of both
the challenges and the opportunities, educators are positioned to
improve program.
Professional judgment guides
• Selection
• Use
• Integration

So what do they need?

• Tech knowledge, competency, digital literacy
• Pre-service preparation
• Integrated into teacher education
• On-going professional development
• Hands-on opportunities to play
• Communities of practice
• New and ongoing research
What do educators need?
• Teacher Educators
• Professional Development Providers / Trainers
• Administrators
• Tech Support Specialists
• Early Childhood Educators
• Developers
• Parents and Families
Digital literacy for all EC educators

We must invest in professional development, or
investments in equipment will be wasted
Teacher as Adopter…Adapter…Creator
• Tech knowledge, competency, digital literacy
• Advice from digitally literate educators
• Help in knowing what quality media is
• On-going parent education
• Hands-on opportunities to play
• Parent-to-Parent sharing
• New and ongoing research
What do parents need?
It is not what the technology can do that
makes it important, it is the way it has
reignited passion and ideas in teachers. If
these devices are being championed by
teachers, listen to what they are saying.
These teachers are not just championing
the technology, they are celebrating a new
way of teaching and learning. Something
about these devices has helped many
teachers to see the classroom very
differently. That should be encouraged,
supported and most thoroughly welcomed.

…but it’s not about the technology

Something about these devices has helped many teachers to see the classroom very differently. That should be encouraged, supported and most thoroughly welcomed. Wired’s Geek Dad, Dan Donahoo
