The challenge posed by flood/ rain is two pronged in Kasur i.e. River Sutlej and the inundation of low- lying areas on the city due to Monsoon rains. The prime objective of this plan is to save human life and property, minimize human misery and sufferings, protect vital installations and equipment by organizing timely information, evacuation, rescue, relief and rehabilitation measures. River Sutlej enters into Pakistan at Talwar Post of Ganda Singh Wala and river Ravi at village Lakhanke Bhangoor of Tehsil Pattoki, District Kasur is protected by protection bund at Talwar Post and surroundings of Ganda Singh Border. River flood has the potentional of wreaking havoc in and along the riverbed. The two most susceptible areas in this context are Nagar Eman Pura, Sehjra, Chanda Singh wala, Kalanger, Kasokey, Mastekey, etc of Ganda Singh Wala Police Station. On the other hand village Lankhanke Bhangoor, Sarai Cheemb, etc of Phool Nagar Police Station of Tehsil Pattoki. INTRODUCTION

HISTORY OF FLOODS IN KASUR DISTRICT A large part of Kasur District falls in the flood planes of River Sutlej and Ravi, Kasur has the history of floods of varying intensities during the monsoon. River Satluj starts from Himalaya range of mountains (Tibet China) and flows towards Punjab and enters in Pakistan 10 miles upstream Ferozpur Head Works. It is a perennial and major River in the subcontinent. The River Bias meets with Sutlej at upstream of Hareke Head Works in India. Normally flood is expected during monsoon season from July to October. River Sutlej is a dormant river now. The fluvial morphology of this has been hampered. The trapping of bases flow resulted in flattenring and accretion of riverbed, thereby loosing the discharging capacity of the river channel. This phenomenon is yielding higher flood levels at lower discharging resulting in large-scale inundation when India releases sudden flood discharging in excess of their storage capacity. River Ravi originates from the basin of Banga Hill and then flows through the valley into the state Chamba. After leaving the hilly region, the Ravi enters into Pathan Kot of District Gurdaspur at Chaundh and after passing through Ghurdaspur District River enters into Pakistan territory at Shakargarh of District Sialkot. It emerges from Sialkot District into Sheikhupura District near Village Burj and then again enters into Amritsar District of India. After running ten miles in India it again enters into Pakistan territory near the village Auliapur. River Ravi reaches at Shahdara, after traveling 72 miles from Jassar and then after running for few miles parallel to Lahore Multan Road reaches Balloki Headworks with traveling distances of 54 miles.
History: - As per previous record, major floods normally occur during 15th September to 15th October. During 1988, a peak floods of 5,25,000 cusec was experienced at out fall site of B.S, link. The main creak was shifted towards the tail. Consequently, the water over ran the spurs and the shank of spur No. II was bisected. The river also found its way from behind the spur, which was tied with the insufficiently high land instead of canal bank. Even the canal bank of B.S. Link II did not have the required free board. The stone aprons pitching and shanks of spur No. II & III were damaged. The spur No.1, however, remained high and dry. The shank of spur No. II is repaired. During 1995 a discharge of 836000Cs was recorded, which was an exceptionally high flood in the history of River Sutlej. Some part of River Ravi, up & down stream of Balloki Head Works passes through the District. This river also recorded exceptionally high flood during 1995, however past history shows that only a small portion of Pattoki subdivision is affected from flood in the river. Besides these major rivers some perennial Nullahs like Rohi Nullah are also a major source of flood. Poor drainage also results inundation of low lying urban areas in case of heavy rains.
FLOOD PROTECTION BUNDS ON RIVER SUTLEJ 1. Haya Bund (2.22 Miles) This bund joins Right Marginal bund at RD. 35+600. This bund is also used for the Defense purpose. The bund was constructed to protect area from the spill of Rohi Nullah Diversion. 2. Right Marginal Bund (2.62 Miles) This portion of Right Marginal Bund of Ferozpur head works falls in the territory of Pakistan. This bund will protect the nearest villages i.e. Ladeke, Sheikh Pura, Kamalpura, Mahiwala etc. The main gauge of Talwar post exists on its RD. 30+000. This bund is also used for the Defense purpose. 3. Link Bund (2.56 Miles) This bund along right Marginal bund and Railway guide bund are very important for the protection of large area of nearest villages like as Burg Rajuke, Chanda Singh Wala, Sultan Shah Wala, Bhedian Kalan and Ganda Singh Wala etc. 4. The Bund (A) (0.27 Miles) This is very small bund constructed near to save the Link Bund. 5. Railway Guide Bund (1.50 Miles) Before partition of Indo-Pak a railway track was provided from Ganda Singh Wala to Ferozpur Head works for carriage of stone. After partition, the track was removed and the formation was converted into a regular flood bund. This bund is also used for the Defense purpose.
6. Right Retired Embankment (1.50 Miles) Right retired embankment was constructed in set back position of the portion of right Marginal bund which exists in the territory of India to save the Right marginal bund and also to protect the nearest village of Nizam Sanda and Sanda Kalan. 7. Loop Bund (0.35 Miles) Due to Indian action of demolishing the portion of Right marginal bund and other allied spurs on right side of Sutlej River falling in Indian Territory, a loop bund was constructed to join the Sufaida Bund with Right retired embankment and to protect the same areas of Nizam Sanda etc. This bund is also used for the Defence purpose. 8. Sufaida Bund (0.47 Miles) This bund was constructed to protect the large area of the villages of Fatuhi Wala, Singh Sahib wala and saa Jughian etc, it meets with the Ferozpur road from its starting point. This bund is also used for the Defense purpose. 9. Flood/Defense Bund near village ullake (1.90 Miles) In order to check the river area a defense bund in a length of 9500 ft was constructed during 2001-2002. This bund will protect the areas of village Ullake and Walle Wala. 10. Flood / Defence Bund near village Bedian Usman Wala (1.70 Miles) The flood/defence bund from village Bedian Usman Wala to village kot Chak Bodal had been constructed to check the River erosive action during flood. This flood embankment has been constructed by the Pak Army during year 2001-2002.
11. Lower Ganja Minor Flood Embankment (8.57 Miles) Left Bank of Lower Ganja Minor Head to tail has been converted into flood embankment to Project large area falling on Right side of Minor from spills of River Sutlej. 12. Flood embankment along lower Ganja Sub Minor (2.04 Miles) The flood embankment along left bank of lower Ganja Minor from RD.0-10200 was constructed during 1989 to check the spill of River Sutlej and to save Sub Minor from damage. 13. Flood embankment along left bank of depalpur canal (4.17 Miles) Depalpur Canal runs parallel to Sutlej River at a short distance. To save the Channel and area on the right from spill water during floods, the left bank of Depalpur Canal from RD-136000 to 156860 was converted into flood embankment. 14. Flood embankment along Fateh Muhammad Disty (17. 52 Miles) River Sutlej has been meandering towards Pakistan since 1952 consequently some portions of Fateh Muhammad Disty were washed away during different times and diversions had to be made in set back position. Subsequently, left bank of the channel was converted into flood embankment. 15. Flood embankment along Laluguddar Disty and Kanda Minor (2.86 Miles) Laluguddar Disty also remained under the river action. The channel was damaged at various places. A flood embankment along the channel was constructed to save the same from its further damaging.

FLOOD WARNING SYSTEM The District Flood Control Room shall receive direct warning and daily forecast from the Flood Warning Centre Lahore, Police wireless setup and the Irrigation Department. The Tehsil Control Rooms shall also keep the District Control Room appraised with the situation of the flood disaster for necessary guidance. The concerned AC’s shall employ all available means of communication and relay the warnings to the local populace and relief imparting machinery. The police network and system of loudspeakers will be utilized and where no such facility exists, recourse will be made to the beat of drums. A reasonable period shall be given to the people to prepare themselves to reach safer places. The AC’s shall ensure that all warnings are conveyed properly. A daily report depicting full details of the flood situation including loss to life & property shall be collected and supplied to the concerned quarters immediately. POPULATION EVACUATION On receipt of first hand information, the AC’s would arrange for necessary proclamation for moving to the safer places already notified to the public. They shall simultaneously take steps for transportation of the people and cattle to the high places where relief camps have already been fixed and necessary facilities provided with the help of TMA concerned. Help of police in cases of forcible evacuation shall invariably be tendered. If real emergency strikes and the normal means of rescuing the affected population are considered inadequate, a SOS shall be sent to the army deputed in the area for help. All agencies whether official or private shall be put into operation for protecting the human life and property. Masses shall also be educated need to cooperate with the rescuing agencies and the significance of timely evacuation. Local police shall keep a
vigilant eye over the criminals who make frequent attempts to put premium overt the critical situation. The AC’s have already drawn comprehensive evacuation plans identifying the routes and the safer places for the purpose. Similarly, the TMA have adopted corresponding arrangements in this regarding. ORGANIZATIONAL SETUP OF THE DISTRICT FOR FLOOD RELIEF DISTRICT CONTROL ROOM A District Control Room has been setup in the office of the Additional District Collector, Kasur on Phone No. 9250099 which will work round the clock during emergency. All Incharge Relief Centres shall send a daily report about the damages caused due to rain/ floods and progress of relief and rescue operation to control center through quickest possible means. A wireless set will also be installed in this room under the Supervision of District Police Officer, Kasur. FUNCTIONS The Control Room will be used for following functions: To receive necessary warning regarding rise and fall of flood and to transmit it to all concerned Officers. To alert all concerned to stand by in case of any emergency. To exercise general supervision over relief operations through telephone/ wireless. To maintain communication with the AC’s and other departments through special messenger/ telephone/ wireless. To keep records of all messages/ warnings. To arrange all type of assistance, if required by the AC’s. To maintain effective coordination between different departments/ agencies working, during the relief operations.
DISTRICT COLLECTOR / DISTRICT FLOOD RELIEF OFFICER, KASUR The Additional District Collector with act as District Flood Controller and will be responsible for: - Formulation of a comprehensive flood relief plan and taking preventing and protective measures against flood and rains. Making arrangements for passing of flood information to the concerned officers. Coordinating and supervising the Flood Control and Relief measures in the District being Incharge of District Control Room. Monitor all information, maintain supply and coordinate all activities relating to Flood & Flood Relief. Visited of different Relief Centres to ensure the completion pre flood arrangements Supply of flood fighting articles to the Incharges Relief Centres and insurances. Liaison with all concerned departments. Ensure that the affected people are provided relief facilities for their rehabilitation Coordination with relief and aid agencies. To give recommendation for declaring an area as calamity effected. Distribution of relief fund and goods to the flood effected people and maintenance of accounts regarding such distribution. ASSISTANT COMMISSIONERS IN THE DISTRICT The AC’s will make suitable arrangements for the rescue and relief operations and for providing food/medical aid, boats for evacuation and transport for shifting of affected population to safer places. After the receding of flood/rain water they will extensively tour the area and will
supervise the measures undertaken for the rehabilitation of affected persons.
All AC’s (R) shall ensure that each and every filling station in their respective areas of jurisdiction keep a minimum of 1500 Litters of Petrol and HSD each during the flood season. The use of fuel so reserved would be authorized only by the respective Assistant Commissioner to cater for any flood emergency.
They will perform the following functions:
To survey the vulnerable sites and to visit the affected area.
Select suitable places for the storage of flood fighting articles and food stuff and for setting up their offices.
To supervise the functions of his team members and to arrange frequent meetings with them.
Establishments of relief camps for the evacuation of the flood affected people for vulnerable areas at suitable sites and running of these camps in case of emergency. This will include provision of food and health facilities to the inmates.
Primarily the relief work will be organized on self-help basis. Additional assistance will be available in critical situation from the District Flood Relief Officer.
To arrange fodder and medicines for the animals with the help of Livestock Department.
To arrange First Aid facilities under supervision of Local Medical Officer. In case high flood warning received they will immediately collect the flood fighting articles from the DFRO and will get it moved to the
concerned places. They will managed to convey flood warning to the inhabitant of locality. In case of actual emergency they will supervise that necessary evacuation carried out well in time and evacuated persons are shifted to temporary camps. They will further make arrangements to shift the evacuated population to the concerned relief centers. They will make suitable arrangement for cattle evacuation. They will ensure that the normal supply of food and other eatables is not cut off. After the flood/rain water recedes, they will get the survey carried out of the effected areas and consolidated reports of damages will be prepared.
He is to ensure the availability of adequate medicines of all types including anti-snake serum at the flood relief camps. He will constitute mobile teams to visit flood-affected areas for inoculation and treatment of flood affected persons on emergency basis. The duty of each staff will be assigned by name with area of responsibility. The Medical Superintendents of DHQ and THQs wil ensure availability of duty Medical Officers on time in their respective hospitals, Basic Health Units and Rural Health Centers. All types of medicines have to be arranged to provide relief in case of emergency. Proper record is to be maintained of inoculation/vaccination. Identification of sensitive/affected areas in the District and its grading as highly affected, moderately affected and less affected areas. Identification of diseases to be controlled. Establishment of flood control room Established of first aid emergency camps (Static and mobile teams). Depute trained health staff to deal with emergencies. Developing an effective referral system. Supervision/monitoring. Timely reporting and feedback at each level.
DISTRICT FOOD CONTROLLER. The District Food Controller, Kasur will ensure the following arrangements:- The District Food Controller, Kasur will ensure that adequate stock of wheat is available to supply the food in the flood/ rain affected areas. He will assign the duties to his staff, Relief Centre wise, with directions to remain in touch with the officers concerned, so that in case of any emergency the supply of food should be continued to the flood affected persons without any loss of time. In the event of flood, the District Food Controller will ensure that there is no scarcity of food grains in the affected areas. In case there is shortage, he will make immediate arrangements for its supply in such areas. The District Food Controller will also arrange mobile squads for the supply of food. EXECUTIVE ENGINEER IRRIGATION XEN Irrigation shall ensure proper strengthening/maintenance and repair of canals, protective bunks and embankments before the commencement and during the flood season. XEN Irrigation will also make arrangements for providing information and data for issuing of flood warning messages. The concerned officers will inspect pinpoint locations for positioning of requisite machinery and material near the vulnerable points. The Executive Engineer Irrigation will carry out joint inspections with the representative of District Collector and will also remain in touch with the District Collector, Kasur.
During actual emergency the Executive Engineer will remain available at the site round the clock and himself supervise the execution of all the functions. The Executive Engineer will make a survey to ascertain the extent of damage caused to the protection Bund, distribution embankments, canals and irrigation tube wells. The department will assist and coordinate emergency repairs of public services. The canal Patwaries / Ziladars and Deputy Collectors will carry out joint survey of the affected crops along with re venue field staff and submit consolidated report for remission of abiana etc. TEHSIL MUNCIPAL OFFICER. The TMOs will conduct a survey of the dangerous buildings and serve notices to the owners to get-these building vacated/demolished. In case these buildings are not demolished, TMA will demolish such buildings for which owner concerned will be charged. These arrangements will also be advertised in all leading newspapers of the city. The TMOs would prepare their comprehensive debris clearance plans. Cleanliness, clearance of sewerages, supply of drinking water, drainage of accumulated water would be their basic task. The will arrange for disposal of animal and human dead bodies in consultation with the police. All boats motorized or otherwise in public or private sector shall be enlisted and moved to areas of requirement. .
In partnership with the Education, Social Welfare, and Civil Defence Department, services of Boy scouts, Razkaras and other volunteers shall mobilized and utilized per requirement EXECUTIVE DISTRICT OFFICER (EDUCATION) Temporary relief Camps will be set up in schools of flood affected areas. The EDO(Education) Kasur should give instructions to Headmasters of High, Middle and Primary Schools to vacate the school buildings in case of any flood emergency on the request made by the AC’s. Headmasters, Chowkidars, Baildars and other class-IV officials must remain present during the flood. EXECUTIVE ENGINEER WAPDA In order to ensure the safety of human lives and property, the XEN WAPDA, (Urban/ Rural) Kasur, Chunian and Phool Nagar will depute the line Superintendents to visit urban / rural areas with their operational staff so that the cables lying naked in flood affected areas, the electricity poles which fall due to flood/ heavy rains and burning of transformers should get repaired immediately and electricity should be restored in the affected areas. Moreover, an inspection will be made by the deputed Line Superintendents before the monsoon in order to check the condition of poles/ electricity equipment to ensure all sort of administrative arrangements in advance.
EXECUTIVE ENGINEER DRAINAGE A vast network of drains in District Kasur was desilted in the past. It was due to this work that the people of the low lying areas remained safe form the havoc of the last year’s rains. The Executive Engineer, Drainage will ensure the proper maintenance of drain’s bank during the flood season. He should further ensure that there is no breach caused due to pressure of water. He will also ensure the desilting of important drains before the monsoon season. SOCIAL WELFARE DEPARTMENT The Executive District Officer (Community Development) will make necessary arrangements for clothes, utensils etc. in case of scarcity. He will make arrangements for the welfare of the people of the flood-affected areas as under:- To depute volunteers from public enrolled by the department in each Relief Centre for performance of all type of relief and rescue duties. Collection of donations and their distribution amongst the needy persons besides looking after the homeless women and children. He will supply the list of workers of four Tehsils and NGOs to the District Flood Relief Officer, Kasur. DISTRICT OFFICER LIVESTOCK The District Officer Livestock will ensure adequate arrangements of the following:- Suitable arrangements will be made for accommodating and evacuation of the cattle from the flood affected areas.
He will make necessary arrangements for providing fodder to the cattle evacuated from the flood-affected areas. He will ensure timely inoculation of animals in vulnerable areas and post his permanent staff to look after the animals. He will also ensure that sufficient quantity of medicines is available in the stocks to meet the flood emergency. HIGHWAYS DEPARTMENT. The Executive District Officer (W&S) will ensure that the damaged bridges are repaired and highways roads are kept in proper shape so that there is no hindrance in the normal flow of traffic. Adequate stock of stone and necessary material should be kept readily available at all important points with view to effect repairs of damaged portion of road or emergent basis. The District Officer, Road/XEN, Provincial Highway should keep close watch on highways roads in Kasur District and ensure that these are kept in proper shape for normal flow of traffic. Similarly adequate number of benley bridges must be kept readily available at all important points. The beldars should be deployed by name with area of responsibility. CIVIL DEFENCE Civil Defence Officer shall in consultation with the DFRO, formulate a plan for rescue, evacuation and relief operation and shall also arrange waterman ship training of Civil Defence personnel and volunteers. The department will prepare a scheme for providing adequate number of volunteers / rowers for coordination of rescue activities and to manage
relief centers. The department shall repair out board motorboats and shall keep other flood fighting articles in workable condition. SECRETARY RTA. There shall be a transport cell at the District Headquarters under the charge of Secretary RTA with active coordination of DSP Traffic. This cell shall requisition/on payment vehicles from other departments as well as Public Sector. Vehicles of the Nation Building Departments shall not be requisitioned on first instance but in case of emergency these vehicles may also be requisitioned. The Secretary RTA is to take cognizance of the demand of the respective AC’s and make necessary arrangements well in time to deal with any flood like catastrophe. He will have to make available vans, buses and cars etc. to shift flood-affected masses to safer places and also for all the special official movements of various officers of the concerned departments. EXECUTIVE DISTRICT OFFICER (WORK & SERVICES), The major function of the Executive District Officer (Work & Services), Kasur is to ensure proper maintenance of Highways, repair of culverts on roads and alternate arrangements in case highways/ roads are adversely affected by floods/ heavy rains. He will ensure that traffic is not blocked at any time. The EDO(W&S), Kasur will ensure the proper maintenance of roads under his jurisdiction and to carry out repair wherever necessary. Moreover, he should make alternate arrangements in case roads are damaged due to flood/ rains. He should also visit the affected areas
personally and remain in-touch with the AC’s. He will also provide labour if required. MILITARY The local Army Unit Commander, Kasur Cantt. or his representative and the Commanding Officer, 3 Independent Armored Brigade Group Chunian Cantonment will be requested to keep their men ready to operate boats as and when required. Immediate Liaison should be established with local army units. It must be ensured that adequate number of boats with OMBS (in working condition) are stationed suitably in the area. Availability of personnel must be ensured, particularly trained civil motor boat operators.
