Working hypotheses on One Health is a movement to change processes and attitudes that should facilitate better impact on the ground; Communities are not easily part of the process of One Health, but they represent “tacit knowledge” about risk assessment and resilience strategies; One Health is as much about ONE PLANET, ONE FUTURE

Working hypotheses BOP Social changes at BOP are introduced by communities, not single individuals; Communities introduce changes when they can take decisions and trust the processes; Changes in one domain can lead to changes in other actions when the investment is in the community, not a specific action.

“Embedded intangibles”Definition: The change over time in the humancapital, organizational capital and informationcapital of communitiesWhy Embedded? the result flows from otherspecific actionsWhy Intangible? because we do not know how toquantify changes in these “capitals”, and whichquantum delivers which results

What is Human capital?People in the community trust that theprocess of social intervention can beuseful for them;People in the community have skillsand inclination to contribute inpractical ways to the desirable action.

How can it be enhanced?Awareness campaigns to enhance trustIdentify candidates who could contributeTrain, build capacity and increase skills &motivation to contribute toward the desirableaction

What is Organizational Capital?Communities have adoptedpractices of decision-makingand distributive governancewithin the community (e.g.reciprocity, solidarity)

How can it be enhanced?Facilitate group decision-making, building onpeople’s perceptions of desirable changeAssist communities to select the individuals that willassume main roles in affecting the desirablechangeIntroduce methods to reach consensus on grouppriorities (e.g. structured simulation exercises orFGDs) Example: consensus building: CHAT

What is Information capitalCommunity members have ample access free-of-charge to information about each other thatis needed in order to apply the rules governingtheir communal objectives (Gossip)The community members (target group)understand the goal of the common cause, andthe process of change to make it happen.

How can it be enhanced?Educational material that suits the abilities of thecommunityAwareness campaigns, media and games that areaccessible to allMeetings in which people can get answers to allquestions, in a manner that is relevant andcomprehensible to the people.

Why not leave things as they are?Existing pressures relegate “embeddedintangibles” at BOP to low functionalpriority:•private investors (ROI to shareholders very frequently),•politicians (function within short time-frames),•donors (due to “donor fatigue” in the long-term).An alternative funding mechanism isneeded

Alternative funding – a proposalGovernments should give tax credits or benefitscommensurate with investments at the base of thepyramidThe investments should be in financial literacy andcommunity-building measuresTax credits should be based on proof of giving,rather than on certificates issued by organizationsregistered as “not-for-profit”
