TEHRAN AT A GLANCE <ul><li>Tehran Metropolitan, the capital of Islamic Republic of Iran, a city with beautiful sceneries and pleasant nature is located in the foot slope of the Alborz Mountains. The region is an earthquake- prone area and according to historical records, the last big earthquake has struck the city in 1830. </li></ul>
  3. 4. TDMMO AT A GLANCE <ul><li>Tehran Disaster Mitigation and Management Organization (TDMMO) affiliated to Tehran Municipality is the responsible and coordinative body in disaster (natural & manmade) management system in Tehran. </li></ul>
  4. 5. TDMMO MISSION <ul><li>Improving Tehran Citizens’ quality of life from natural & manmade disasters point of view. </li></ul><ul><li>Emphasizing on risk reduction and prevention measures as well as enhancing preparedness and emergency response capabilities in Tehran. </li></ul>

IMPORTANCE OF PUBLIC PARTICIPATION IN DISASTER RISK MANAGENENT <ul><li>In mitigation phase: </li></ul><ul><li>Raising of public awareness and developing their capacities through education to understand their role as the first loop of D&M chain for protection of their own lives and properties. </li></ul><ul><li>In preparedness phase: </li></ul><ul><li>To promote public participatory activities by increasing the knowledge of disaster to make preparedness a daily habit. </li></ul><ul><li>In response: </li></ul><ul><li>To take rapid and effective action in emergency for protection of themselves and securing the others in collaboration with existing community organization . </li></ul><ul><li>In rehabilitation: </li></ul><ul><li>To promote contribution of local communities in restoring livelihood, and governance. </li></ul><ul><li>To share or contribute local knowledge and capacities for restoring of institutional & social structure . </li></ul>
  6. 7. <ul><li>As a result: </li></ul><ul><li>Community-Based D&M should be developed and organized at local levels </li></ul><ul><li>But: </li></ul><ul><li>Planning for public participation is efficient only if the citizen know what are their importance and roles in risk reduction. </li></ul><ul><li>Proper community D&M organization should be established. </li></ul><ul><li>Local governments and municipalities should supports the activities of communities in D&M. </li></ul>

WHAT IS DAWAM? <ul><li>DAWAM program is conducting by (TDMMO) as a strategic endeavor. </li></ul><ul><li>DAWAM stands for Persian phrase “Däwtalaban-ě Wäkonesh-ě Ezterari M ă h ă leh” which means “Neighborhood Emergency Response Volunteers”. </li></ul><ul><li>The DĂWÄM word in Persian means continuity, persistence and sustaining . </li></ul><ul><li>DAWAM is designed to mobilize the potentials of local residents for disaster preparedness . </li></ul>

DAWAM PROGRAM PURPOSE & METHOD <ul><li>Purpose </li></ul><ul><ul><li>To reduce the risk of injury and loss of life and property by strengthening the capacity of local community to prepare for, respond to, and recover from disasters. </li></ul></ul><ul><ul><li>Linking the neighbourhood (mahaleh) based capacity to the official Disaster Management system. </li></ul></ul><ul><li>Method </li></ul><ul><ul><li>Organizing the volunteers to coordinate the emergency response activities in more effective manner. </li></ul></ul>

DAWAM PROGRAM PHASES <ul><li>Phase 1: </li></ul><ul><li>Establishing disaster response volunteers group in at least five neighbourhoods (mahaleh) of Tehran as a pilot, in order to assure the effectiveness of project (with SDC contribution for transferring the experience). </li></ul><ul><li>Phase 2: </li></ul><ul><li>Developing DAWAM in one mahaleh of each district (22district). </li></ul><ul><li>Phase 3: </li></ul><ul><li>Establishing at least one DAWAM group in each neighborhood (mahaleh) of Tehran(375). </li></ul>
