• OBA Data is a comprehensive online database that allows you to perform customized analyses of output-based aid (OBA) projects around the world. The database was developed by the Global Partnership on Output-Based Aid (GPOBA) to facilitate and improve reporting on OBA schemes.Users of OBA Datawill enjoy:A Dashboard and Interactive maps for easy identification of OBA projects Advanced search features to create custom OBA project lists (by sector, region, and design features)Single project profiles with up-to-date progress and links to documentationPre-formatted tables, reports, charts and more…Currently, OBA Data contains complete information on GPOBA pilot projects and World Bank OBA projects. Data on OBA projects funded by other donors and agencies will be coming soon. <click>
• TheDashboard is your entry point for OBA Data. It gives you an overview of the OBA portfolio, including total funding by sector, and updates on the latest projects added to the database. The Interactive Map shows you the geographic distribution of projects. The color scheme indicates the poverty level of each country. <click>The Dashboard offers you different ways to search for OBA projects. <click>For instance, if you hover the cursor over Bangladesh on the Interactive Map you will see the number of OBA projects identified in that country and the total funding. <click>You can also use the Simple Search Tool on the Dashboard to search for projects by project title or by country. <click>
• Both the Simple Search Tool and the Interactive Map allow you to quickly generate lists of OBA projects identified in the country of your choice. <click>For instance, if you click on Bangladesh on the map you will see a list of the 7 OBA projects identified in that country. <click>This list provides summary information on the projects <click> so you can see how many projects there are in a particular sector. <click>
• Another useful function is the Advanced Search page, where you can create your own customized OBA project lists. You can access this function from the Dashboard, using the link under the Search box.Advanced Search allows you to search by country, by region, by sector, by implementation status, and/or by fiscal year. You can also searchby OBA project design features such as the nature of the output, the targeting mechanism used, and the subsidy type. <click>For example, if you select South Asia under “region” and Energy under “sector”, you will obtain a list of all the relevant OBA projects currently identified within the World Bank and GPOBA portfolios. <click>
• This customized list offers you a quick summary of the basic information about the projects that met your search criteria. In this example, you can see the 3 Energy projects in Bangladesh that you saw earlier <click> and 4 other OBA Energy projects in the South Asia region.Through this list you can also focus on a single project of interest by clicking on the hyperlinked Project Title <click> . This will allow you to access the Single Project Profile. <click>
• The Single Project Profile gives you an overview of the selected OBA project. It provides the basic facts <click> such as the name of the Task Team Leader and a description of the approach used. <click>The Project Profile also gives up-to-date information on:The project location, for instance, urban or ruralWhere the funding comes from and how much has been disbursedThe nature of the outputs and how many have been deliveredThe selection process for the service provider or providersIn addition, the Project Profile contains links to other related projects in the database, <click> for instance, if the project is a pilot there could be a link to the scaling-up phase. <click>
• OBA Data’s Reports page allows you to analyze the key design features and track the progress of OBA projects that are under implementation or closed. Nine different reports are available for GPOBA projects and eight for World Bank OBA projects. You can print the tables or export them to Excel. The Project-Level Output Delivery report allows you to see how projects are doing in terms of delivering the agreed-upon outputs or services. For instance, by generating a report on the GPOBA Energy projects in Bangladesh, <click> you can see that the GPOBA “Rural Electrification and Renewable Energy Development - SHS” project has delivered a total of 58,000 unverified solar home systems or SHS. Once an independent verification agency validates the 58,000 solar home systems, they will be considered verified. <click>
• OBA Data uses four categories of disbursement trigger to model the risk profile of projects and the portfolio. <click> The more funding is withheld until after some service has been provided, the more risk is transferred to the service provider. The Disbursement Trigger Scheme report shows that even projects within the same sector may use different disbursement trigger schemes. <click>For example, in the World Bank’s Bangladesh Rural Electrification project, the entire subsidy was disbursed after installation of the solar home systems. In a similar project in Bolivia, however, 72% of the subsidy was disbursed upon installation of the solar home systems and 5% upon verification of further maintenance targets. The rest of the subsidy was disbursed upon signature and delivery of intermediate outcomes. <click>
• The Unit Cost Per Output report shows what the unit costs include and allows you to analyze the average unit cost for a specific output in a specific location. <click>For instance, you can compare the unit cost for solar home systems in rural areas in different projects. <click>
• The OBA Data Reports provide not only project-level reports, but also aggregate information. For example, the Output Delivery report for World Bank projects shows the twelve main categories of Outputs that have been adopted in the OBA pilot projects. <click>The outputs in the Bangladesh and Bolivia Energy projects come under the category “Home systems” <click> which includes both solar home systems and other types of off-grid residential energy systems such as individual biogas plants. <click>
• OBA Data’s Interactive Charts page allows you to retrieve aggregate information on the GPOBA portfolio in graphic form. The Subsidy Funding by Region chart shows you the share of GPOBA subsidy funding by region. You can drill down by sector. For example, if you want to find the share of GPOBA funding in South Asia for the energy sector, <click> all you have to do is select Energy in the menu on the left and click Submit. You can then see that almost 15 million dollars of GPOBA funding for the energy sector is in South Asia. <click>
• In this presentation we have given you an overview of the functions that the database can offer. To find out more and try OBA Data yourself, please visit www.oba-data.org.OBA Data represents the best efforts of GPOBA to continuously identify those projects that comply with the core principles of the output-based approach and to provide regular updates on their progress. We welcome your feedback on the database. If you have any questions, comments, or suggestions for projects to be included, please send an email to OBAdata@worldbank.org.
