Minutes from June 03, 2010 City Council Meeting Council Chamber City Hall June 3, 2010 The regular meeting of the Mayor and Council was held in the Council Chambers of the Dublin City Hall on Thursday, June 3, 2010 at 5:30 P.M.
  4. 4. Mayor Best called the meeting to order. Council Members Bill Brown, Julie Driger, Gerald Smith, Phil Thacker, Ed Touchberry, Gary Johnson and Jerry Davis were all present. Councilman Bill Brown gave the invocation that was followed by the pledge of allegiance to the flag. PRESENTATION OF MAY’S EMPLOYEE OF THE MONTH City Manager Roussel presented May’s Employee of the Month award to Mrs. Valerie Herndon. Valerie began serving the citizens of Dublin in July, 2007 as a temporary employee and when an opening became available she was hired as a Customer Service Clerk. City Manager Roussel congratulated Valerie on being selected as May’s Employee of the Month. Mayor Pro Tem Driger congratulated and presented Valerie the Employee of the Month award. APPROVAL OF MAY 20, 2010 CITY COUNCIL MEETING MINUTES A motion was made by Council Member Johnson and seconded by Council Member Brown to approve the minutes. The motion carried unanimously 7/0. APPROVAL OF BILLS OVER $3000 A motion was made by Council Member Driger and seconded by Council Member Touchberry to approve the following bills. The motion carried unanimously 7/0. APPROVAL OF PURCHASES OVER $3,000 City Manager Roussel informed Mayor and Council that there are three items for their consideration. The first item is for 5,000 recycling carts. On May 19th, five bids were received with low bid submitted by Schaefer Systems International and the bid amount is $41.70 each for a total of $208,500. Delivery time is 30 to 45 days which will work well with the anticipated kick off for the recycling program that is scheduled to begin in September. Councilman Thacker made the motion to approve this purchase and Councilman Smith seconded the motion that carried unanimously 7/0.
  5. 5. The second item was for the purchase of two vehicles; an extended cab pickup truck for the Gas Department and a mid-size sport utility vehicle for the Telecommunications Department. Two bids were received on May 27th with the low bid submitted by Allan Vigil Southlake Ford of Morrow, Georgia at $18,199 for the truck and the low bid for the sport utility vehicle was submitted by J.C. Lewis Motors out of Savannah, Georgia for a Ford Explorer XLt at $19,459.25. Staff recommendation is to award to both low bidders. Councilman Davis made the motion to approve these purchases and Councilman Brown seconded the motion and the motion carried unanimously 7/0. DISCUSSION AND/OR ACTION ON AGREEMENT WITH MAGE SOLAR City Manager Roussel explained that Mayor and Council have reviewed copies of this agreement and the agreement has been reviewed by City Attorney Jones. Councilman Thacker made the motion to approve this agreement and Councilman Smith seconded the motion. The vote was unanimous 7/0. Mayor Best on behalf of the City Council thanked the Dublin Laurens Development Authority and Mr. Cal Wray of the Chamber of Commerce for the hard work it took to get this new industry located here. SECOND READING AND PUBLIC HEARING OF AN ORDINANCE TO ADOPT THE 2010-2011 BUDGET City Manager Roussel read the ordinance. Mayor Best closed the regular meeting and opened the public hearing for any comments. There were no comments for or against the ordinance. Mayor Best closed the public hearing and re-opened the regular meeting for Council’s action. Councilman Thacker made the motion to approve the 2010-2011 Budget Ordinance and Councilwoman Driger seconded the motion that carried unanimously 7/0. DISCUSSION AND/OR ACTION ON ADOPTION OF THE 2009-2010 FINAL TAX MILLAGE RESOLUTION City Clerk Kinard read the resolution on the adoption of the 2009 – 2010 Final Tax Millage Resolution. Councilman Touchberry made the motion to approve this resolution and Councilman Smith seconded the motion. The motion carried unanimously 7/0. DISCUSSION AND/OR ACTION ON ADOPTING A RESOLUTION TO LOWER THE ASSESSMENT RATE FOR TAXABLE TANGIBLE PROPERTY FROM 47% TO 40% BEGINNING IN 2010 TAX YEAR City Manager Roussel read the resolution to lower the assessment rate for taxable tangible property from 47% to 40% beginning in 2010 tax year. Councilman Thacker made the motion to approve this resolution and Councilman Brown seconded the motion. The motion carried unanimously 7/0. DISCUSSION AND/OR ACTION ON BOARD APPOINTMENTS Mayor Best explained that two members of the Main Street Merchants Association have terms that have expired on April 30, 2010. Mrs. Beth Cremer and Mrs. Melaina Nations have agreed to continue to serve. Councilman Smith made the motion to reappoint Mrs. Cremer and Mrs. Nations to the Main Street Merchants Association. Councilman Davis seconded the motion that carried unanimously 7/0. Councilman Brown asked for Council’s consideration of appointing Mr. Rob Miller to fill the unexpired term of Mr. Thomas Curry, who has
  7. 7. resigned from the Downtown Development Authority. Councilman Smith made the motion to appoint Mr. Rob Miller to fill the unexpired term of Mr. Thomas Curry. Councilman Touchberry seconded the motion. The vote was unanimous 7/0. CITIZENS COMMENTS Mrs. Patsy Baker commended and thanked Mayor and Council for proceeding with purchasing the recycling carts to be able to proceed with the recycling program. Mrs. Baker informed Mayor and Council that the Emerald Pecan Grove Garden Club has redone the gateway entrance flowers on Highway 19 and are planning a rededication ceremony on Saturday, June 12 at 11:30 A.M. and wished to extend an invitation to Mayor and Council. Mrs. Baker added that the Service League are finishing up their gateway projects this summer on Highway 441 South and Southern Pines Road; Highway 257 at Best Buy and Railroad Park and Highway 80 West. The Rotary Club has a gateway entrance at the Oconee River Bridge on Highway 80 East. That makes a total of six gateways and Mrs. Baker thanked the City for all the help given in upkeep, water and lighting of these gateways. COUNCIL COMMENTS Councilman Davis commended the Employee of the Month and thanked Mrs. Patsy Baker for all the great work she does. He also thanked City Manager and City Clerk Kinard for all the work done in preparing the budget. He also commended the Development Authority Members on their great work. Councilman Johnson thanked everyone for coming. Councilman Touchberry congratulated Mrs. Herndon on being selected as Employee of the Month. He told Mr. Cal Wray that he did a great job and extended an invitation to the Day of Prayer on Friday, June 4th. Councilman Thacker reflected all the previous comments and thanked everyone for being supportive of adjusting the tax assessment rate from 47% to 40%.
  8. 8. Councilman Smith reminded everyone about the day of prayer to be held at City Hall at Noon. He added that Chief Cain has a report he would like him to give regarding the gang activities in Dublin. Chief Cain gave the update reflecting the status of the five persons arrested and reported that they are still in jail. They have had hearings and been denied bail. In further investigations, Chief Cain has found that the gang colors have disappeared from our community. More education at a professional day of learning is being planned for teachers and bus drivers to help train them what to look for regarding signs of gang colors, signs and activities. Two Officers, including School Resource Officer Harris, are attending a week long gang seminar next week. The other special services officers, in addition to Officer Champion and the officers, who work in the High School, are going to a class in Byron on School Safety and prevention of crime in our schools. Chief Cain thanked the community and local citizens for their support of the Police Department. Councilman Smith thanked the Chief for his report. Councilwoman Driger echoed all the comments, congratulated the Employee of the Month and thanked the staff for their hard work on the budget and also thanked the Police Department. Councilman Brown thanked everyone for coming. City Attorney Jones had no comments. City Clerk Kinard congratulated Valerie Herndon and thanked Valerie for the good work she does for Customer Service. City Manager Roussel congratulated Mr. Cal Wray and the Development Authority Members on landing a new industry. He thanked Mayor Best and Council for their courage. ADJOURNMENT There being no further business Mayor Best adjourned the meeting at 6:17 p.m.
