    • Public, Educational, & Government Access channels offered via cable television
    • Use local cable infrastructure to distribute content
    • Funded through % of cable subscriptions fees
    • Sanctioned through agreements between cable operator and local municipality
    • Many provide education and equipment in addition to channel capacity
