GOLDEN OPPORTUNITY FOR INVESTORS TO SET UP SOLAR POWER PROJECTS IN PUNJAB
Objective: Punjab Energy Development Authority hereinafter referred to as PEDA acting through it
Director invites interested Bidders to purchase the RFP document to participate in the bidding process
for the selection of Bidder(s) for procurement of 500 MW solar power for long term purchase of power
from Grid Connected Solar PV Power Projects through tariff based competitive bidding process for
meeting its Renewable Purchase Obligations. The responsibility of the Successful Bidder(s) shall be to
supply power to the Procurer(s) as per the terms and conditions of the RFP. This RFP is being invited by
PEDA under phase-III of Solar PV Power Projects in Punjab.
Bid must be submitted to PEDA on or before 17:00 hours(IST) on or before 28.07.2015 .The techno-
commercial bid will be opened at 11.30 hours on 30.07.2015 in presence of such bidders or their
authorized representatives who would like to attend the bid opening. If it is a public holiday on the last
date for submission of the Bid, the submission and the receipt of the Bid shall be on the next working
day at the place of submission of Bid. The date of opening of financial bid will be intimated later on.
The Bid submitted by the bidder shall remain valid up to one hundred and eighty (180) days after the Bid
Deadline (“Bid Validity”).

(Newly Incorporated Bidding Company / Existing Bidding Company/Consortium: The
bidding company or in case of consortium, a member thereof should have installed and commissioned
Solar power projects of aggregate capacity 25 MW or higher grid connected capacity which is/are in
operation anywhere in the world before the last date of submission of e-bid. For this purpose, the
Bidder is required to furnish the letter from concerned Nodal Agency / Project Owner/client for
successful commissioning/operation of project before the last date of submission of e-bid.
The Bidders shall deploy commercially successful and operational technology wherein there is at least
one project successfully operational of the proposed technology, for at least one year before the last
date of submission of e - bid, anywhere in the world. The Bidder is required to furnish evidence of
meeting the above eligibility criteria for technology usage before financial closure.
Financial Criteria for Bid Participation:
The existing companies shall meet the financial criteria as stated below:-
Net Worth: Rs. 1,50,00,000/- (Rupees One Crore Fifty Lakh Only) per MW or equivalent US$* per MW of
the capacity. The computation shall be derived from any of the last three year‘s annual accounts.
Net Worth:
= Paid up share capital
Add: Free Reserves
Subtract: Revaluation Reserves
Subtract: Intangible Assets
Subtract: Miscellaneous Expenditures to the extent not written off and carry forward losses.
FEE and BANK GAURANTEES Involved in Bidding
i. Bid Document Fees (Non Refundable)
Rs. 5,000/- (Rupees five thousand rupees)
ii. E – bidding processing fee (Non refundable)
Rs. 2,247/- (Rupees Two Thousand Two Hundred and Forty Seven Only)
iii. Bid Processing Fee (Non Refundable)
Rs. 5,00,000/- (Rupees Five Lacs Only) per bid
(All above fees are non refundable and payable online through IPG / RTGS mode.)
iv. Earnest Money Deposit as per format 6.3 A;

The responsibility of the Successful Bidder(s) shall be to supply power to the Procurer(s) as per the terms and conditions of the RFP. This RFP is being invited by PEDA under phase-III of Solar PV Power Projects in Punjab. Bid must be submitted to PEDA on or before 17:00 hours(IST) on or before 28.07.2015 .The techno- commercial bid will be opened at 11.30 hours on 30.07.2015 in presence of such bidders or their authorized representatives who would like to attend the bid opening. If it is a public holiday on the last date for submission of the Bid, the submission and the receipt of the Bid shall be on the next working day at the place of submission of Bid. The date of opening of financial bid will be intimated later on. The Bid submitted by the bidder shall remain valid up to one hundred and eighty (180) days after the Bid Deadline (“Bid Validity”). The responsibility of the Successful Bidder(s) shall be to supply power to the Procurer(s) as per the terms and conditions of the RFP. This RFP is being invited by PEDA under phase-III of Solar PV Power Projects in Punjab. Bid must be submitted to PEDA on or before 17:00 hours(IST) on or before 28.07.2015 .The techno- commercial bid will be opened at 11.30 hours on 30.07.2015 in presence of such bidders or their authorized representatives who would like to attend the bid opening. If it is a public holiday on the last date for submission of the Bid, the submission and the receipt of the Bid shall be on the next working day at the place of submission of Bid. The date of opening of financial bid will be intimated later on. The Bid submitted by the bidder shall remain valid up to one hundred and eighty (180) days after the Bid Deadline (“Bid Validity”).
