Professional Chapter Scorecard Overview All chapters of the National Association of Black Accountants, Inc., (NABA) are required to report periodically on their activities in meeting the goals and objectives of the Association. This scorecard requires reporting against those metrics, which the Association believes to be most critical: Financial, Membership, Administrative and Other. Submission Dates The Professional Chapter Scorecard should be submitted to your Regional President at least 30 days prior to each National Board Meeting (e-mail is preferred). Instructions 1. Limit report to two pages (does not include any attachments, e.g., financial statements). 2. Note that certain documents must also be submitted to the National Office.   5. 5. Appendix A National Association of Black Accountants, Inc. Professional Chapter Scorecard Minimum Operating Standards Financial Metrics 1. Prepare quarterly financial statements. The financial statements should consist of a Statement of Financial Position and a Statement of Activities. A copy of the financial statements should also be sent to the Controller at the National Office in addition to the applicable Regional Treasurer. 2. IRS Form 990s - All Chapters are required to prepare Form 990 regardless of the IRS gross revenue requirements. An original IRS Form 990 must be prepared to report results of activities for the fiscal year July 1 – June 30. Based on IRS revenue requirements, the Form 990 or properly executed IRS Request for Extension (Form 8868) must be filed by the chapter with the IRS not later than the 15th day of the fifth month subsequent to the end of the fiscal year, which is November 15th for your chapter. If an extension is filed, Form 990 must be submitted by the appropriate due date. Seek guidance from the IRS website (www.irs.gov) or the Controller if you do not understand the current gross revenue requirements for filing with the IRS. A copy of the Form 990 or properly executed IRS Request for Extension (Form 8868) must be sent to the National Office with a postmarked or e-mail date by October 31st. For extensions, a copy of Form 990 should also be sent to the National Office when filed. 3. State Filing should be in accordance with your state’s requirements. Membership Metrics Membership Statistics • A minimum of ten (10) persons is required for the Chapter to be in good standing. Administrative Metrics 1. Chapter Profile • The chapter profile provides basic information about the chapter and its current administration that allows NABA to effectively communicate with the chapter's leadership. This form should be sent to the Regional President and the National Office by July 31st. See Appendix B. 2. Operating Plan • The operating plan outlines the chapter's programs for the current year and the Draft 05/11/05 Page 5 of 8

Calendar of events - Describe each program or activity that the chapter will undertake; the timing of the event and the resources required, both human and financial. 2. Annual Budget - A functional budget should be prepared that accounts for chapter administration, programs, membership dues, etc. • The Operating Plan must be sent to the Regional President by July 31st.   8. 8. National Association of Black Accountants, Inc. Appendix C Chapter Scorecard Compliance Guidelines It is expected that all Chapters will prepare their scorecard on a timely basis. In the event that a Chapter does not report as required, the Association must take action to fulfill its fiduciary responsibility for oversight of the affairs of NABA. Chapter does not Report for One Cycle In the event that your chapter does not submit its scorecard to the Regional President (“RP”) for one quarter, the chapter will receive an official letter of record from the RP. Issuance of this letter will be incorporated into the RP’s next report to the National Board of Directors (BOD). Chapter does not Report Consistently In the event that your chapter does not submit its scorecard to the Regional President (“RP”) for any two quarters, the chapter will receive an official letter of record from the RP. Issuance of this letter will be incorporated into the RP’s next report to the National Board of Directors (BOD). In addition, your chapter will be excluded from participation in any national incentive programs and/or awards. The determination of any national incentive or award is at the sole discretion of the BOD. Chapter does not Report for Two or more Consecutive Cycles In the event that your chapter does not submit its scorecard to the Regional President (“RP”) for two or more quarters, your chapter will be automatically suspended at the next BOD meeting in accordance with the National Polices and Procedures Manual (NPPM).
