  • 1. www.ekitistate.gov.ngTHE WORLD BANK 3RDURBAN WATER SECTOR REFORM - ADO-EKITI WATERSUPPLY PROJECTProject Implementation Unit (PIU): Staff Terms of ReferenceTitle: Environmental Safeguard Specialist and Head of DepartmentReporting Responsibility: Project Coordinator (PC)Context of AssignmentThe Environmental Safeguard Specialist shall identify across the project, frontline areas where the World BankEnvironmental and Social Safeguard policies affect the project community due to: Environmental Assessment,Natural Habitats, Pest Management, Involuntary Resettlement, Indigenous People, Forests, Cultural Property,Safety of Dams, Projects on International Water Ways, Disputed Areas.The primary objective of the reform project is to enhance the capacity of the state to provide economically andsustainable water supply through institutional strengthening and optimal involvement of private partners in theurban water supply.The state government has demonstrated its commitment to the reform by initiating a state water and sanitationpolicy in June 2012 while the draft law is awaiting passage into law by the state house of assembly. A majoroutshoot of the law is the autonomy granted the corporation.For proper implementation of the project, the services of an environmental safeguard specialist is required tomonitor and implement the various plans and frameworks as needed for the project execution.Duties:The Environmental Safeguards Specialist is responsible for ensuring that the project is implemented in line withthe findings of the Environmental and Social Management Framework (ESMF); Environmental and SocialImpact Assessments (ESIAs); Environmental and Social Management Plans (ESMPs); AbbreviatedResettlement Action Plans (ARAPs) and Resettlement Action Plan (RAPs) Studies and the World Banksafeguards policies and procedures as well as federal and state laws are complied with. This role covers alldevelopmental agency sponsored projects in the water sector in Ekiti State i.e. World Bank, EU (WSSRP 3 ),AfDB, UNICEF, - to be commonly referred to a Developmental Agencies (DA).General:• Monitor the undertakings of the Environmental and Social Impact Assessment and approve the reports on theInfrastructure component of the selected areas in which the project would be carried out, and as it relates to theitemised components:- Rehabilitation and Network Expansion- PPP Development● Manage staff and resources in the department to deliver the project objectivesSpecifics:• Facilitate periodic audits of ESMP (Environmental and Social Management Plan Arising FromESIA and ESMF) and RAP (Resettlement Action Plan Arising From RAF) to ensure compliancewithin sub-project planning (design reports and bid documents ) and implementation (rehab andexpansion works, system operation and maintenance )cycle.• Facilitate the issuance and management of Corrective Action Request (CAR) and PreventiveAction Request (PAR )• Provide the necessary back up to activities of Procurement and M & E units• Under the supervision of the PC, participate in World Bank Missions and carry out relevantfollow-up activities.
  • 2. www.ekitistate.gov.ng• Prepare Unit Management Report-Monthly, Quarterly, Unit Mid Term Review and Project CompletionReports.Qualifications:• University Degree in Engineering or Environmental sciences related discipline• Practical Field Experience in the delivery of Water Supply or other infrastructure project• Broad experience in the implementation of ESMF would be an added advantage.• Excellent knowledge of MS Office Suites• Extensive experience with World Bank procedures or other international funding agencies would be an addedadvantage.• Good command of English, both written and spoken.• Good inter-personal skills.Allowance and Resources: To be determined consistent with WB Guidelines.Performance Evaluation Criteria:• Meeting the implementation targets set out in the annual Work Plan.• Timely submission of Unit Management Report• Diligent compliance with relevant environmental guidelines in close coordination with the state Ministry ofEnvironment• Efficient and Professional Handling of Environmental and Social related Issues Arising from Meetings andDeliverables of Contractors, Consultants and other service providers
