EKITI STATE DIAGNOSTIC CENTER PPP
As part of an effort to strengthen the Ekiti State health system under His Excellency
Governor Kayode Fayemi’s Roadmap to Development, the Government of Ekiti State in
the Federal Republic of Nigeria is establishing a Diagnostic Center under a public-private
partnership (PPP). The diagnostic center will provide radiology and laboratory services of an
international standard to meet the health needs of the people of Ekiti State, and will be
located on the premises of the Ekiti State University Teaching Hospital (EKSUTH). It is also
expected to serve a broader catchment area that would extend beyond the State.
IFC, a member of the World Bank Group, has been retained by the State Government as
Lead Advisor for the structuring and implementation of the PPP for the new Diagnostic
Center, to be located in the State capital, Ado-Ekiti. The Ekiti State Government and IFC are
seeking Expressions of Interest (EOI) from leading companies or consortia with experience
in the health care business. Interested parties are invited to submit an EOI detailing the
following:

A short description of the company’s current activities;
A short description of the company’s professional and technical qualification in the
health care business;
All respondents will receive an Information Memorandum with additional details about the
project. A Request for Proposal (RFP) which sets out the draft PPP Contract, the bid process,
and the bid evaluation criteria, as well as instructions for bidders to submit their technical
and financial proposals, will be made available to pre-qualified bidders.
The Government intends to conduct a competitive tender process to select a private
operator for the Diagnostic Center, with the objective of signing the contract with the
winning bidder(s) by the first quarter of 2014.
Written expressions of interest in English and titled “EXPRESSION OF INTEREST FOR EKITI
STATE DIAGNOSTIC CENTER PPP” should be sent by e-mail no later than 5.00pm GMT on
