Main  Points •  1)  Underprivileged  children  are  falling  victim  to  crime  due  too  the  lack   of  resources  available  to  them.   • 2)  It  more  cost  effective  to  put  money  towards  preventative  measures   than  it  is  to  house  them  as  criminals.     • 3)  This  has  been  proving  through  programs  that  exist  for  some  of  these   children  today.
