This presentation informs on the journey Europe is making towards building only nearly zero-energy buildings (nZEB) by the end of 2020, as required by the Energy Performance of Buildings Directive. Based on a quick scan, the presentation explores the status of EU MS on their journey towards nearly zero-energy buildings, specifically as to nZEB definitions, interim targets and measures to promote nZEB uptake. Dr. Andreas Hermelink, Managing Consultant Buildings at Ecofys, gave this presentation during the “Construction21EXPO” on 15 May 2014.

  • 1. National Plans for Nearly Zero Energy Buildings An Overview Dr. Andreas H. Hermelink 15/05/2014
  • 2. © ECOFYS | | Energy Performance of Buildings Directive (EPBD) - Overview 15/05/2014 Dr. Andreas Hermelink Objective „Promote the improvement of the energy performance of buildings within the Union“ Methodology for calculating energy performance Requirememts to be met by each EU Member State thru Minimum Requirements for buildings & elements Energy Certification Inspection of heating & cooling systems Independent control of certificates & inspections National plans for increasing the number of Nearly zero-energy buildings
  • 3. © ECOFYS | | Dr. Andreas Hermelink3 The EPBD‘s Definition of Nearly Zero-Energy Buildings > Energy Performance of Buildings Directive’s (EPBD), Article 9: – [A nearly Zero-Energy Building is a] “building that has a very high energy performance… [ ]. The nearly zero or very low amount of energy required should to a very significant extent be covered by energy from renewable sources, including renewable energy produced on-site or nearby.” 2019/2021 today building stock 15/05/2014
  • 4. © ECOFYS | | What Should be Included in National Plans? 15/05/2014 Dr. Andreas Hermelink > Detailed application of nZEB definition, incl. numerical indicator of primary energy use (kWh/m2a) (new buildings/major renovation) > Intermediate targets for improving energy performance of new buildings, by 2015 > Information on policies & financial and other measures for the promotion of nZEBs [this slide is based on the plans within http://ec.europa.eu/energy/efficiency/buildings/doc/2013_ms_nzeb_nb_consolidated_reports.zip) dated 13 May 2014; subsequent slides are based on a quick scan of the plans which were available on 9 May 2014).
  • 5. © ECOFYS | | What About the National Application of nZEB definition? > 4 MS have approved nZEB definitions including both numerical indicator and share of renewables > In many cases definition are under development => calculation of cost-optimal solutions 15/05/2014 Dr. Andreas Hermelink
  • 6. © ECOFYS | | What About Numerical Indicator of Primary Energy? 15/05/2014 Dr. Andreas Hermelink > Intermediate and final targets > Very wide range > Usually hard to interpret the story behind a numerical value and to judge compatibility with EPBD’s nZEB definition > UK sets max. CO2 value
  • 7. © ECOFYS | | What About Availability of Intermediate targets? 15/05/2014 Dr. Andreas Hermelink > Wide variety of targets and maturity > Often unclear distinction between new buildings and major renovation Legend well developped partially developped no targets yet no information available
  • 8. © ECOFYS | | What about Information on Policies? 15/05/2014 Dr. Andreas Hermelink Regulations Economic instruments Energy Performance Certificates Supervision Information Demonstration Education and training Belgium Bulgaria Croatia Cyprus Denmark Estonia Finland France Germany Hungary Ireland Italy Latvia Lithuania Malta Netherlands Romania Slovak Republic Sweden United Kingdom
  • 9. © ECOFYS | | Challenges 15/05/2014 Dr. Andreas Hermelink > Develop concrete definitions > Distinction between new buildings, major renovation, residential, non-residential, public buildings to be developed > Agree on intermediate targets > Develop complete packages to promote nZEB > Harmonize reports, as they are difficult to compare, focus on nZEB
