Background 1• JI has been an option in DK since 2007.• No JI projects so far – why? • Many rules, CO2 charges, taxes and subsidies, etc. make it difficult to document additionality • Legal requirement of foreign investment • State not interested in transfering ERUs • Perhaps projects too small in relation to transaction costs. Potential unknown.• Pilot project approved in April 2010. State allowed to buy 65,000 tCO2 reductions

Background: Reasons for launchingpilot on climate projects in Denmark• Discover the potential for climate projects in DK• Develop simplified methods and procedures.• Find undiscovered reduction potentials by giving the initiative to the private sector• Provide reductions toward KP compliance• Use experiences from outside DK and to gain new experience working in a strictly regulated capped environment• Provide basis for proposing improvements to JI or basis for elaboration of article 24a.• If successful, to be included in national climate strategy 2013-2020

Pilot is ”JI-like”• State will pay for reductions, but not issue ERUs• Projects may run for five years• Based generally on UN principles on additionality, mrv• But open to simplification (positive lists, standardized baselines, etc.)• Reductions must impact the national inventory

Process• Completed activities • Setting up a project group (DEA) • General additionalilty criteria and requirements for approving domestic JI projects in Denmark • Setting up a cross-ministerial steering committee for domestic JI in Denmark • Information and dialogue: info-meeting , focus groups • Pilot project tender – submission of Project Idea Notes • Selection of two climate projects within the sectors of WWT and biogasUpcoming activities:• Develop sector specific methodologies, PDD, verification• Develop standard contracts and administrative framework based on lessons learned.

Two projects have been selected aspilots.• ARLA Foods will develop a large scale biogas facility in western Jutland. The technology is the first of a kind in Denmark utilising biogas from slurry from member farmers, to be used in diary production (biogas in industrial process).• BioNorden A/S will treat sludge in an innovative way – Oxidizing Hydrolitic Destruction. The works located in Lolland will transform sewage slurry into a clean end product, which can be utilised for soil improvement.

Until article 24a…• ESD Exchange of Emission allocations.• It would be possible to make an agreement between EU member states (or a group of member states) in order to create a system of mutual recognition of hard greening of emission exchanges within the framework of the ESD directive, article 3. This mutual recognition could be based on JISC guidelines.
