OverviewAn EU-ACP programme of €110 million over 7 years(2002 – 2008) – extended to March 2011AIMTo increase investment and technology transfers andimprove environment for investment in the ACPCURRENT ORIENTATION • Sole focus : capacity-building • Eligible beneficiaries: o Intermediary associations and organisations o ACP Regional Organisations 2
  3. 3. Mission Statement• PRO€INVEST is an EU-ACP programme that provides technical and financial support to organisations representing the ACP private sector in their mission of sustainable investment promotion. 3

Specificities• Wide definition of Intermediary organisations • National and regional private sector organisations, chambers of commerce and industry, sector associations • Investment Promotion Agencies and other semi- public institutions dealing with Investment promotion • Financial institutions with investment promotion related activities • Employers’ associations • Professionnal associations, and associations of consultants 4
  5. 5. Sustainability and interaction CAPACITY BUILDING TO IOs Effective Represent- Investment ation promotion Core services to members Building / Strenghtening capacities of IOs by reinforcing their role towards members, public institutions and the private sector. 5

STRATEGY 2009-2011To assist IOs to create and improve their range ofsustainable services to their members by:• - Promoting Public-private dialogue between IOs and governments on behalf of their members• - Promoting business linkages• - Promoting networking between IOs in different countries and regions 6

KEY ACTIVITIESTECHNICAL ASSISTANCEEligibility: Intermediary Associations/Organisations & REGsBudget: Up to € 200,000Purpose:: - Identify needs in depth• - Bring partners together• - Draft strategic plans / Projects proposals• - Find funding solutionsTiming: 2 ½ to 6 months to recruit (depending on the success of expert selection) 7

PRO€INVEST E-Community• PICC – Pro€Invest Information and Communication Community An e-Community Knowledge Centre to include amongst others: Provision of information and IT-related capacity building to beneficiaries Preparation of “how to” toolkits and manuals on best practices; Sharing best practice between regions and adapting this to the specific needs of beneficiaries 8

KEY ACTIVITIESGRANT-FUNDED PROJECTS(no current deadlines)Eligibility: Private Sector intermediary organisations Regional Organisations EU intermediary organisations can be leader applicant !Activities: - Public Private Dialogue(all sectors) - Business Development Services - MatchmakingProcedure: Published call for proposals 9

First estimations – last deadlines• Project proposals from the two first deadlines for the calls for proposals (15 December and 27 February) are under evaluation by the European Commission.• 1st deadline: 30 projects received• 2nd deadline: 41 projects received• The total budget for the 71 proposals submitted today amounts to approximately €80 millions! 10
