  • DebbieSwanson1 Debbie Swanson Caution should be given towards two of the ideas, depending on the state one lives in. In Colorado, where I live, to do a raffle requires a license (and I hear that is true in most states). Any game where people buy the chance to win is considered a raffle. Concessions at public events are tricky, too. Most local health departments will not allow this without a special permit, which is tricky to get. Actual concession stands at a stadium have health permits already, and if they let you serve, that is a different matter. If one is planning to do a concession stand at a public event, be sure to use single, pre-wrapped servings of everything, including the plastic ware and cups that you will be using.
