1. AFRICAN ASSOCIATION FOR PUBLIC ADMINISTRATION AND
MANAGEMENT (AAPAM)
AAPAM is a regional partner of the United Nations Public Administration Network
(UNPAN).
The African Association for Public Administration and Management (AAPAM) is an
international professional association for public administrators and managers in Africa.
The Association is committed to capacity building for development and performance
improvement activities in African public administration. It is also dedicated to the cause
of excellence in public administration and management in Africa.
The Association had its humble beginning in Tanzania in 1962 when Tanzania President
then, Mwalimu Julius Nyerere, initiated an annual gathering of Heads of Public
Services/Permanent Secretaries of newly independent countries and those that were
about to be independent to share experiences and challenges of localization of African
Public Services. That gathering was in 1971 in Freetown, Sierra Leone formalized and
named the African Association for Public Administration and Management (AAPAM) with
its first President being late Dr. Robert Ouko of Kenya and Chief Oputa Udoji, a Nigerian
Administrator, as its first Secretary General.
AAPAM has a large membership of top administrators and managers from African
countries and many corporate members which include institutions and schools of public
administration and management as well as parastatals in Africa. The Association has
established national chapters in a large number of countries across Africa to promote its
activities.
AAPAM is a regional partner of the United Nations Public Administration Network
(UNPAN). UNPAN is an excellent electronic network that promotes the sharing of

2. knowledge in public policies and management at local, national, sub-region, regional
and international levels. The ultimate objective of UNPAN is to support the
development of efficient and effective public administration systems and competent civil
services, especially in developing countries. UNPAN is the only such public
administration web-portal (gateway) in the world today.
AAPAM joined UNPAN in May 2006. The fields of participation and collaboration
include:
(i) Implementation of the Governance and Public Administration programme of
the African Union, especially in its elements of institutional capacity
development, knowledge and policy learning, data collection exchange, e-government
and knowledge management, ethics and anticorruption,
developing human potential, budgeting, financial management and
accountability, service delivery, innovation and citizen/government relations.

(ii) Implementation of the Charter for Public Service in Africa.
(iii) Leadership capacity development in the Public Sector.
(iv) Organization of meetings, seminars, workshops and other events aimed at
strengthening governance and public administration in Africa.
Management of the UNPAN Portal
The AAPAM Programme Officer, under the supervision of the UNPAN partner institution
– AAPAM was, in February 2007, engaged as the Information/Knowledge Management
Assistant and has regularly reported to UNPAN-Division for Public Administration and
Development Management (DPADM). The Programme Officer has been engaged in the
following activities:
3. 1. Research and collection of relevant information through various channels
(offline and online) in the area of public administration in Africa, especially in
areas dealing with:

(i) Institutional restructuring and system modernization;
(ii) Enhancement of transparency and accountability of the public sector;
(iii) Capacity building of the public servants, human resource development
and e-governance development;
(iv) Results-based budgeting, auditing, and evaluation;
(v) Public finance management;
(vi) Participatory governance;
(vii) Public policy development and strategic planning;
(viii) Post-conflict restructuring and conflict management;
(ix) Public service innovation
2. Review of documentation to ensure quality in terms of authenticity, relevance
and timeliness.
3. Organization, consolidation and packaging of the collected information for
uploading via UNPAN content management system for its UNPAN online, sub-regional
centre.
4. 4. Assisting the institution (AAPAM) to develop public administration experts

database in the region.
5. Assisting the institution to develop user-friendly and relevant products, such
as publications, letters, training materials, conference papers, etc.
6. Creating the website of UNPAN partner (AAPAM) in the new UNPAN Portal
and updating it regularly.
7. Using UNPAN Discussion Board regularly and creating a section for the
institution.
8. Updating the UNPAN conference/training database with the news from the
institution.
Benefits to AAPAM
The Programme Officer of AAPAM has continued to post articles on the UNPAN Portal.
AAPAM has also continued to maintain its website on the Portal which now serves as
AAPAM’s source of information and reference point. AAPAM’s visibility has been greatly
enhanced. By maintaining its website on the UNPAN Portal, AAPAM is now visible to the
whole world, especially to thousands of people who visit the UNPAN Portal.
