  2. 2. 5th Black Sea and Caspian Regulatory Conference, Istanbul, April 2010 <ul><li>The i2010 Strategy, which is the European Union policy framework for the information society, has three aims: </li></ul><ul><li>to create a Single European Information Space, which promotes an open and competitive internal market for information society and media services, </li></ul><ul><li>to strengthen investment and innovation in ICT research, </li></ul><ul><li>to support inclusion, better public services and quality of life through the use of ICT. </li></ul><ul><li>Based on this elements the BB Strategy of the Republic Serbia defines the conditions which must be fulfilled in order to increase the broadband access penetration and offer more services to the end user. </li></ul>Strategy and Action Plan for the Development of Broadband Access in the Republic of Serbia

  4. 4. 5th Black Sea and Caspian Regulatory Conference, Istanbul, April 2010 Strategy and Action Plan for the Development of Broadband Access in the Republic of Serbia The 2009 World Bank report found a strong link between GDP growth and broadband access: a 10% increase in broadband penetration results in the acceleration of economic growth of 1,3%.
  5. 5. 5th Black Sea and Caspian Regulatory Conference, Istanbul, April 2010 Strategy and Action Plan for the Development of Broadband Access in the Republic of Serbia <ul><li>Elements of the successful approach to solving the broadband issues: </li></ul><ul><li>technological neutrality: development of both wire line and wireless access technologies and letting the customers choose the access type, </li></ul><ul><li>providing regulatory framework for local loop unbundling, in order to enable better use of the existing telecom infrastructure and extend the scope of services </li></ul><ul><li>control over the implementation of the regulatory provisions and operators business practices, </li></ul><ul><li>promotion of the regional development of broadband telecommunications across the complete territory of the Republic of Serbia, </li></ul><ul><li>permanent monitoring and enhancement of the quality of services provided to the customers. </li></ul>
  6. 6. 5th Black Sea and Caspian Regulatory Conference, Istanbul, April 2010 Strategy and Action Plan for the Development of Broadband Access in the Republic of Serbia <ul><li>Main issues affecting the broadband access in the Republic of Serbia: </li></ul><ul><li>insufficient quality of access networks, </li></ul><ul><li>rigid billing system with relatively high prices. </li></ul><ul><li>The root of these problems is the lack of competition, both regarding infrastructure and services for the end user. </li></ul><ul><li>The average user encounters the following problems: </li></ul><ul><li>increased bit rate is accompanied by a significant price increase, </li></ul><ul><li>high terminal equipment prices. </li></ul>

  13. 13. <ul><li>Commitment of the Republic of Serbia to become a member of the European Union directs it to adhering to reform agenda called “ Employment, Economic Reform and Social Cohesion – towards a Europe of Innovation and Knowledge”, which defines three key elements: </li></ul><ul><li>Creation of a Single European Information Space, by encouraging the development of broadband access and the development of new multimedia contents, </li></ul><ul><li>Strengthening innovation and investment in the further development of information and communication technologies, </li></ul><ul><li>Increasing availability and possibility of using information – communication technologies in all regions of the European Union . </li></ul>5th Black Sea and Caspian Regulatory Conference, Istanbul, April 2010 Strategy and Action Plan for the Development of Broadband Access in the Republic of Serbia
  14. 14. 5th Black Sea and Caspian Regulatory Conference, Istanbul, April 2010 Strategy and Action Plan for the Development of Broadband Access in the Republic of Serbia <ul><li>Goal set by the Strategy: (1) </li></ul><ul><li>enabling conditions for achieving broadband penetration of at least 20% </li></ul><ul><li>(or 1,200,000 subscribers) by year 2012. </li></ul><ul><li>Bitrates not lower than: </li></ul><ul><li>4 Mb p /s for fixed networks, </li></ul><ul><li>512 kb p /s for mobile networks. </li></ul>
  15. 15. <ul><li>Goal set by the Strategy: (2) </li></ul><ul><li>High quality Internet, with bit rate not less than 100 Mbps, should be available for all citizens of the Republic of Serbia not later than 2020 </li></ul><ul><li>This means that every household will have the opportunity to receive or send several high definition video recordings over the Internet in real time, such as TV programe distribution, video conferences or other interactive services which entail the transmission of video recordings. </li></ul><ul><li>Open broadband access means that the operator providing broadband services shall not impose any limitations, either formal or technical, to the usage of all electronic services available by means of broadband access </li></ul><ul><li>Price and conditions for Internet access should be approximate to EU average for all levels of bit rate. </li></ul>5th Black Sea and Caspian Regulatory Conference, Istanbul, April 2010 Strategy and Action Plan for the Development of Broadband Access in the Republic of Serbia
