Overview  A green building can be described “as one that incorporates design, construction and operational practices that significantly reduce or eliminate the negative impact of development on the environment and occupants”  Buildings are responsible for producing almost 23% of Australia‟s GHG emissions.  It has been suggested that a 25% rise in peak wind gusts can produce an increase of 650% physical damage to buildings…and a 1°C rise in temperature will double the urban infrastructure‟s exposure to flooding, with a significant increase in catastrophic fires.
    3. Overview Cont.  Built Environment is not „directly‟ included under the CPRS: however, some may be captured under the NGER Act.  Existing „voluntary‟ approaches for the built environment are: NABERs; and Green Star Rating tools.  One „mandatory‟ approach is „J‟ of Building Code of Australia is the only mandatory design performance requirement .  Alternatives: Energy Efficiency Trading Scheme (similar to the Carbon reduction Commitment in the UK)  White Paper: COAG agreed in October 2008 to develop the National Strategy for energy Efficiency.
