6. Licensing is a legal endorsement awarded by a
competetent authority within the state that grants
permissions to individuals to practice in a given
profession. (eg. R.N , R.M, A.N.M., H.V. )
The individuals seeking license must have
demonstrated an essential amount of competency
necessary to perform a unique scope of practice prior
to receiving the license. (eg. Diploma / B.Sc(N) Degree
from University/Board received through recognised
nursing institutions)
8. RNs are professionals licensed by the state
in which they work.
RNs function as active members of the
health care team.
RNs provide and manage care for individuals
who are ill and their families.
9. A practice of nursing (license)
that
requires
rules & regulations (credentials –
education & practice)
to
ensure
patient safety
and
a competent level of behaviour
in the
professional role of the nurse (privilege)
11. Why to have a License?
• Protect the public’s health & safety
• Hold each state and nurse accountable
• Facilitate the exchange of information
• Promote compliance with laws
12. State Nursing Council
• Regulates the practice of nursing
• Functions
– Licensing and certifying
– Setting fees
– Establishes standards for educational programs
– Determines duration and renewal of licenses (and
CEU’s)
– Carries out disciplinary actions for violators
– Suspends and revokes licenses and appeals
14. Multi-State Nursing Licensure
The Issue
• Nurse Licensure rules and regulations were formed when
nursing was practiced primarily within the boundaries of one
or two states.
• With the development of managed care, tele-health and
mobile populations, nurses are frequently required to work
with patients who travel or reside across multiple state lines.
• Unlike driver’s licenses, many state nursing licenses are not
recognized by other states.
15. • When applying for endorsement into
another state. Nurses can verify their
licenses by completing the verification
process by paying stipulated fee as per
license type, per each nursing council
where the nurse is applying.
• The nurse’s license verification is
available immediately to the endorsing
nursing council.
17. Duplication
Duplication
• The current system of duplicative
licensure for nurses practicing in
multiple states is cumbersome
and redundant to both nurses
and states.
18. Advantages
• Verify nurse's licensure details
• Enter and review disciplinary actions
• Identify licenses from all States she has
obtained
• Enhance communication between member
concils
• Retrieve discipline and various other reports

Credentialing & licensing will allow for safe and
quality nursing practice by
Protecting patients
Avoiding risk management or legal liabilities
(claims of negligent credentialing)
Complying with regulatory/accrediting agencies
Protecting the reputation of the organization
Preventing illegal or unlawful practice
Discipline = fraud and deceit (using someone else license)
criminal activity = conviction of a felony – murder, gross immorality (theft, fraud, personal)
negligence = risk to the patient because of menta or physical incapacity: serious risk to health, safety, or physical or mental health of a patient, which includes patient injury
violation of the nurse practice act = unprofessional conduct
discipline by another jurisdiction = another state
incompetence = failure to meet generally accepted standards of care
unethical conduct = breach of confidentially, refusal to provide nursing care because of race, creed, color, national orgin, failure to maintain nursing competence
alcohol or drug abuse = using or steeling syringes, IV tubing, depriving patient of medication, falsifying records
The multistate license is still a state-based license. It is issued by a state BON. It should not be confused with or referred to as a national license. Nevertheless, it is recognized nationally. Enforcement takes place in the state where a violation occurs.
