investment grade, office, retail, industrial, residential and special use properties as well as the valuation
of businesses.
Mr. DeClark is also considered an expert witness in the Circuit Courts of Cook County, Lake County,
DuPage County, Will County and Kane County, Illinois, as well as federal courts in Northern Illinois and
Northern and Southern Indiana. He has published various articles. Other accomplishments include
teaching responsibilities for real estate appraisal fundamentals and principals courses sponsored by the
Society of Real Estate Appraisers and Northwestern University.

J. Denis Gathman, MAI, CRE, FRICS
Senior Managing Director with over 40 years of
experience in the commercial real estate valuations field. Mr. Gathman has expertise in property types
such as: complex valuation and consulting assignments which have included the development of real
estate appraisal reports for the intended uses of acquisitions, disposition, litigation, Ad Valorem (tax
protest), estate settlement, condemnation, going concern valuation, and internal decision-making for
properties located throughout the Midwest US region; and Low Income Housing Tax Credit (LIHTC)
properties, HUD-restricted apartment properties and TIF District analyses. Mr. Gathman has further
experience in development, due diligence investigation, asset management, loan underwriting,
construction management, property management, and operational and financial audits of properties in
a wide range of types and locations and having an aggregate value over $25 billion. Mr. Gathman has
been with IRR since 1998 and heads up the consulting market and custom research studies division for
all property disciplines.
Jack F. Shanahan, MAI-
Director with over 60 years working in the commercial real estate
valuation field. Jack is widely known in the industry as an educator and author. He also served as Chief
Appraiser with the national government’s Resolution Trust Corporation. In addition to the distinguished
MAI designation, Jack is a Certified General Real Estate Appraiser in Illinois, and has served as the
President of the local Chicago chapter of the Appraisal Institute
During his 60 years of experience in the commercial real estate valuation field, Jack has worked with
commercial banks, attorneys, public bodies, and individuals. His specialties include valuing large,
complex properties and condemnation work, though his diverse appraisal experience spans
commercial, industrial, special purpose properties, single and multi-tenant office space, retail,
subdivision analysis, estate settlement, feasibility studies, leased fee and leasehold estate analysis, and
due diligence responsibilities.
A few of Mr. Shanahan’s most notable assignments have been the valuation of a federal prison in
Chillicothe, Ohio; the completion of land condemnation projects for the reconstruction of the Alaska
Highway System; and the appraisal of numerous Hawaiian golf courses. Jack also performed valuations
for the Dan Ryan Expressway, the Hancock Tower, and the Civic Opera House in Chicago.
