What if everybody in your organization was considered a steward of the data they define, produce and use? What would it take to get that message across? How would we communicate with everybody, all the time, in an effective way … or this just a pipe dream? What exactly would it take to change the mindset of the organization as to the value of governance and stewardship of our most critical of assets? Bob Seiner thinks he has the answer. And he wants to share it with you during this installment of his Real-World Data Governance webinar series.

These seem like operational matrics initiative that is already taking place in many organizaitons. Is Data Stewardship introduction 'competing' against some of the quality initiatives that are already in place?

Now that the Data Stewards are regnized, when engaging them to be formally accountable, it may require some level of re-engineering of the processes that they have been doing ...which means, there is going to be some level of business impact...hence some level of invasiveness....... either it can be through process improvement, or process visibility or through enhance communication....... all these need to be measure ....because it is the interest of management that is funding these program to set foothold in the organization.

Data Stewards (Tactical Level): It may seem reasonable. In many cases, there are multiple functions that deal with a given Data Domain. e.g Customer, Product. Does this mean:

    1. There can be multiple people responsible for the Data Domain? (say Product)? They all may have knowledge about the data domain.

    2. If multiple people have the knowledge of a given Data Domain how do they 'govern' what they do?

    3. Their supervisors may be responsible for the behaviors of the data stewards at the tactical level, again, there can be multiple supervisors in multiple functional areas, how do they control the behaviors, what would be your recommendation in this scenario?

    4. This bring the other question of the need for a Domain Steward at the strategic level. When is comes to Product Domain, there may be 100's of Product Types. Does this mean, there can be 100's of Domain Stewards at the strategic level? what would be your recommendation?

The pyramid represents (by its visual nature) Comman and Control. Many other disciplines are also using the pyramid to show who is at the top and who is at the bottom (e.g. Enterprise Architecture). Therefore, advocating against Command and Control at the same time representing a pyramid visual seem not aligned. If escalation is the key, there are other ways to represent escalation instead of a pyramid visual. People tend to perceive Command and Control when they see a pyramid visual. So, I eleminated the pyramid visual when possible.

  3. 3. A Different Way of Defining Data Stewards Abstract • Data professionals may agree that the Data Steward is the glue that holds the Data Governance Program together. • The role of the Data Steward is widely discussed and dissected, vilified and certified, self-assured while being uninsured. • Organizations run the gamut on how they define the role, assign the role, recognized and enforce the role. • But … Perhaps there is another way to look at the role altogether. 3 Non-Invasive Data Governance™ is a trademark of Robert S. 6. 6. A Different Way of Defining Data Stewards Definitions According to Bob • Data Governance is the execution and enforcement of authority over the management of data and data-related assets. • Data Stewardship is the formalization of accountability for the management of data and data-related assets. 6 Non-Invasive Data Governance™ is a trademark of Robert S. 7. 7. A Different Way of Defining Data Stewards Definitions According to Bob • Formalization of Accountability implies that there is already some level of accountability for the definition, production and usage of data. • If we are to consider these definitions … what do we do next? – – – – – – – Per data resource in your organization – identify who is accountable Per data subject area in your enterprise – identify who is accountable What value does improving the enterprise view of the data bring? Accountable for the definition, production and use of the data. “Nobody is accountable.” (Then how are decisions made?) Is that what Management thinks? Are these people the Data Stewards? 7 Non-Invasive Data Governance™ is a trademark of Robert S. Seiner & KIK Consulting S. Seiner & KIK Consulting Copyright © 2012 Robert S. 8. 8. A Different Way of Defining Data Stewards Defining the Data Steward • Industry Standard for Data Steward – Is there an Industry Standard for the definition of a Data Steward? – Should there be an Industry Standard for the responsibilities of a Data Steward? – Who should come up with this definition? – Won’t the definition of the Data Steward be specific to the Organization? 8 Non-Invasive Data Governance™ is a trademark of Robert S. 9. 9. A Different Way of Defining Data Stewards Defining the Data Steward • A Different Way of Defining Data Stewards – A Data Steward is a person that defines, produces or uses data as part of their job and has a defined level of responsibility for assuring quality in the definition, production or usage of that data. • Who is a Data Steward? – A Data Steward can be anybody in the organization (business or technical) that defines, produces, and/or uses data as part of their job if they are held formally accountable for what they do with the data. 9 Non-Invasive Data Governance™ is a trademark of Robert S. 10. 10. A Different Way of Defining Data Stewards Defining the Data Steward • Non-Invasive Data Governance™ Rules for Becoming a Data Steward 1. A Data Steward can be absolutely anybody. 2. Being a Data Steward describes a relationship to data and is not a position. 3. A Data Steward is not hired to be a Data Steward. 4. A Data Steward does not need to have the title of “Data Steward”. 5. A Data Steward does not have to be told how to do their job. 6. Public or Industry Data Steward Certification is a load of bunk. 7. There is more than one Data Steward for each type of Data. 8. Data Steward training should be focused on “Formalizing Accountability”. 10 Non-Invasive Data Governance™ is a trademark of Robert S. Seiner & KIK Consulting S.
