  • Effective e-Government is about better services for constituents And more cost effective service provision for Government Cost savings in e-Government are often neither immediate or easy to achieve, Government service provision is not like commercial service provision – e-Government cannot take the same approach as Amazon.com, which uses a single cost effective channel. e-Government is multi-channel by definition to achieve the joint objectives of constituent choice and social inclusion. Cost savings can be achieved, but by use of a comprehensive information infrastructure which employs best practices throughout.
  • A third pillar, within the EU is the need to comply with personal data protection and Government Freedom of Information. These are regulatory controls that significantly impact the requirements of information infrastructures. In fact it is common in e-Government requirements , with or without such regulatory controls, to be able to audit transactions – who, when, why, how – to establish the validity of transactions.
  • &lt;remove the ones that you don’t like in this context&gt; A summary of the key initiatives show common requirements in these areas. In information terms they outline the common requirements for a information infrastructure. Multi-channel service provision. Multi agency information sharing. Common access points with differential access dependant on role.

  • When looking at e-Government requirements we need to consider the overall Government environment, both internal and external. Covering both internal and external users. Also, the interaction between Government agencies.
  • This is a representation of the information architecture levels within a Service Oriented Architecture (SOA). Access channel, Application and data levels are separated. The data level contains consolidated application data as well as constituent and identity data.
  • Identity management is a core infrastructure capability. Authenticating all users determining access rights and establishing identity data for use across multiple applications.
  • Even though data can be consolidated ownership and management of access must reflect the same conditions as if separate systems were used. Identity is a infrastructure capability, its essential that identity is consistent across the environment.
  • The service level within a service oriented architecture requires careful control and management to ensure authorised access.
  • Oracle web service management capability provides a consistent security controls at the service level. As with other Oracle capabilities it complies with open standards and can be used to control services across multiple platforms.
  • The environment provides multiple sources of applications, hosting legacy, packaged or internally developed applications.
  • Choice of application source is important, to ensure that a wide range of solutions can be supported. A major benefit of employing a common infrastructure approach is reducing the amount of budget that is spent on infrastructure as well as removing fragmentation of data.
  • In addition to hosting multiple sources of applications capabilities are required to orchestrate various application modules. Once again open standards compliant, business process execution.
  • Data centric security is a important concept – only applying security at the application level can lead to unauthorised access – for example data mining applications can avoid application security by direct data access. Using data centric security – security applied to the data, and comprehensive identity management, all access to data is controlled.
  • Oracle provide several capabilities that implement data centric security. Highly granular data labels. Selective encryption of data. Securing backups as well as the operational on-line data.
  • In addition to the security capabilities already covered Oracle provide additional Information Security packages, that provide solutions to specific security requirements.
  • Here are two examples of such security capabilities. A solution to handle information at different classifications within a single environment – Oracle Data Vault. A central audit repository that collects audit information from multiple points within the infrastructure.
  • In summary Oracle provide a comprehensive information infrastructure implementing a service oriented architecture based on open standards. Multiple sources of applications. Comprehensive information security. Using the GRID computing platform to provide scalability and high availability on a range of hardware and operating systems.
  • The EU monitors e-Government performance, in detail, in all its member Nations. There are valuable lessons to be learned from this work, because its in depth across a range of different countries. It shows common trends and is a good source of information for all.
  • Another interesting source is a EU commissioned report on the importance of ‘back office’ integration to achieve ‘joined up’ Government. It makes the point that multi-channel service provision, alone, is insufficient to provide effective e-Government. That the integration of the e-Government ‘back office’ is required to achieve effective service provision. Therefore, to achieve effective e-Government a information infrastructure must be able to provide capabilities for both multi-channel service provision and facilitate back office integration.
