From an exploratory project to a key policy
Since 1994 a team devoted to ICT development and use for all :
support to eHealth, eEducation… projects
strong support to local authorities,
development of a network of 180 internet access points
in 2002 the will to explore eDemocracy, the ERDF RIAP opportunity:
an exploratory project
three questions to answer

What (e)democracy do we want
ICT added value, the benefits we expect ?
ICT not a magic tool, it won ’t change all
But ICT correctly integrated in existing practices may influence the game
No eVote, no promotional uses… eParticipation

Limitations, obstacles
A work in progress :
there is no hands on recipes, no certainty on long term impact,
the problem is not technical, few financial,
the key blocking factor is the political will ,
the critical point on the way is the rigour in method
we must take care of : digital divide & new technology temptation,
The key challenges :
A need for information toward local authorities,
A support for project engineering, for expertise use,
Give time to time favouring quality to quantity

What next ?
For Nord - Pas de Calais regional council, DREAM+, an action plan for eParticipation (2006-2009), after the exploratory project :
level 1 : To pursue and enlarge the information and promotion about ICT utility toward local authorities (seminars, web site and letter, participation to local authorities seminars…),
level 2 : To support less favoured local authorities helping them in the definition of the ICT use projects (by paying them some man-days of experts, on base of a call for expression of interest),
level 3 : To support some projects leading to good and exemplary uses of ICT (subsidies to selected projects, on base of a call for projects),
level 4 : To enlarge the target of the policy toward non institutional organisation (local associations, local citizens consultative councils…, by using the network of 175 local internet access points).
